About the opportunity
SWCA Environmental Consultants is seeking a Planning (National Environmental Policy Act) Technical Advisor to support our nationwide NEPA practice and projects. The selected individual will be an experienced practitioner with recognized NEPA expertise. The Planning Technical Advisor will report to one of SWCA’s Vice Presidents of Scientific and Technical Services and work closely with SWCA’s Planning Technical Director.

What you will accomplish
As a Senior NEPA Advisor, you will:
- Bring unique technical leadership related to execution, innovation, and management of SWCA’s NEPA practice, with a particular focus on Western Area Power Administration (WAPA) NEPA requirements
- Be recognized as a technical authority and resource for advice and expertise for our NEPA practice
- Provide enterprise-level support by contributing to business development pursuits and proposals
- Provide expertise to SWCA project managers on complex NEPA projects
- Support the Planning Technical Director on the development of technical competencies/standards and technical leadership/mentoring within the NEPA practice
- Help to drive growth and differentiation by supporting the development and understanding of emerging trends in the NEPA practice
- Work closely with various team members throughout the planning and execution of projects
- Support the preparation and review of environmental documents
- Collaborate with clients, SWCA staff, and resource and regulatory agency staff to ensure project success
- Maintain a flexible schedule, and work on an as-needed (temporary employee, part-time) basis.
Experience and qualifications for success
- Bachelor’s degree in environmental planning, environmental science, biology or a related field required
- Minimum of 15 years’ experience managing or permitting NEPA projects with increasing project management and technical responsibility, including leadership of others and management-level accountability for project or program performance. Government experience preferred.
- Working knowledge of federal, state, and local permitting laws and processes required
- Working knowledge of federal agencies like the BLM and US Forest Service regulations, as well as the major environmental regulatory processes, including but not limited to, NEPA, ESA, Section 404, and NHPA is required
- Proficiency with Outlook, Word, Excel, and Acrobat
