Overview
Counterpart International is seeking an Capacity Building Officer (CBO) for the USAID-funded Rights and Dignity Project in El Salvador. The Project supports Human Rights Organizations (HROs) to promote human rights advocacy and subject matter specialization, particularly as it relates to citizen security issues, while also building the organizational capacity of these HROs in the areas of policy analysis and advocacy, coalition building, and internal governance. The CBA will report to the Operations Manager (OM) and will be responsible for coordinating and supporting the implementation of the organizational capacity development and technical direction of local HROs, including former sub-grantees. The CBO will also be responsible for maintaining excellence in our organizational and technical capacity building activities with local organizations and will ensure effective communication among implementing partners (IPs), HROs, and other Project beneficiaries receiving organizational capacity development support. This is a full-time position based in San Salvador, El Salvador. Only local nationals are eligible to apply.
Responsibilities
- Support the Project's Organizational Development (OD) process with HROs, with a rights-based approach and commitment to do no harm.
- Support the identification of strategic needs and approaches to organizational capacity building.
- Provide technical advice and guidance to HROs receiving OD TA on their internal strengthening efforts, particularly in human rights technical areas.
- Coordinate with the Project’s other technical areas to ensure OD TA is technically sound and synergetic with other Project activities.
- Organize and support the implementation of HRO OD assessments and establishment of OD Action Plans focused on but not limited to: policy analysis/advocacy, coalition building, human rights subject matter expertise, sustainability, financial management, procurement, human resources, program design and implementation, monitoring and evaluation, and outreach and communications.
- Draft and support the finalization of HRO OD assessment reports; support training OD assessment team members.
- Review HRO OD action plans and provide coaching and technical support to HROs to ensure the practicality and sustainability of the plan.
- Prepare the necessary logistics and coordination with the Project’s Administrative and Procurement Team for all OD-related activities.
- Monitor the technical and financial implementation of OD Action Plans, where applicable.
- Coordinate selection and contracting of consultants (internal documentation) for long and shor-term assignments.
- Work with the projects’ technical staff, consultants and trainers to deliver high quality human rights training as well astechnical assistance and mentoring to local HROs.
- Assist in ensuring Counterpart’s OD best practices are institutionalized within the project and adapted to the local context.
- Assist in ensuring gender and social inclusion is integrated into all OD tools, methodologies and activities.
- Assist in updating all internal monitoring and evaluation tools.
- Leverage and enhance existing strengths within HROs, facilitating opportunities to learn from each other’s effective strategies.
- Document implementation success stories, challenges, best practices, and lessons learned and share with Counterpart and USAID through regular project reports and other mechanisms.
- Assist in delivering technical presentations on project achievements to audiences, including IPs, civil society groups, government officials, USAID, and other relevant organizations.
- Support the preparation of reports and other deliverables.
- Other duties as assigned.
Qualifications
Required**:**
- Bachelor’s degree (or equivalent) in social sciences, project management, international relations/development, public administration, non-profit management, or related field. Minimum five (5) years work experience in capacity building in lieu of education requirement.
- Minimum two (2) years of demonstrated experience in civil society strengthening, including: capacity development, OD, advocacy, coalition building, and community mobilization.
- Demonstrated experience in related training and facilitation in one or more of the above-mentioned fields.
- Experience in conducting participatory methodologies and gathering data and information.
- Demonstrated knowledge of human rights principles, including organization and advocacy practices.
- Prior experience in and knowledge of development and governance in Latin American and Caribbean region.
- Demonstrated leadership, organizational and high level interpersonal and communication skills.
- Ability to work well in a team environment; able to work effectively with HROs, USAID, project staff, and other beneficiaries.
- Fluent in Spanish.
- Excellent writing and reporting skills.

Experience with gender integration and social cohesion.

Prior experience in working with international organizations, academia or HROs, a plus.

Prior experience working with vulnerable groups: Indigenous people, women, youth, people with disabilities and Lesbian, Gay, Bisexual, Transgender (LGBT).

Experience in monitoring and evaluating project activities.

Experience working in human rights either within the government or with civil society groups.
