Overview
- Manage OP as a Project with its own schedule, budget, and resources, monitored using dedicated KPI’s.
- Assess conservatively the time and resources needed to deal with HR and organizational aspects (Training hours and resources).
- Prepare contingency plans (Take into Account Items that Could Go
- Wrong): the resignation of a member of the OP core team, the unavailability of supplier’s documents, the unavailability of trainers from other plants,etc...
- Manage vacation of the OP team.
- Have a OP Risks Checklist (as has done for the project)
Responsibilities
1 Health, Safety & Environment
- Implement the Group Health and Safety Management System (HSMS) and all related requirements in the Department.
- Allocate resources towards the implementation of all PSM initiatives from the Group, supported by live tracking of implementation of approved actions.
- Organizes the Emergency Response Plan (ERP); distributing First Aiders, Fire Fighters evenly amongst shifts.
- Monitor, track and control implementation of the PSM/CCM initiatives from the group
- Carry out the development of the annual Health and Safety Improvement Plan (HSIP).
- Supervise the actions related to HSIP objectivities.
- Supervises direct reports with actions assigned to them to ensure timely completion of actions.
- Leads the process of developing the projects and other initiatives aimed at the continual improvement processes.
- Initiates and leads the reviews of all OH&S work instructions, system procedures and hazard register ensuring relevance to ongoing situations on the ground and that all employees and contractors are briefed of the contents of the updated documents.
- Coordinates inductions for all employees and Contractors.
- Manages all Contractors in line with the Contractor Safety Management (CSM) standard.
- Coordinates Contractor evaluations in line with the provisions of the CSM and guidelines and checklists made available by the Procurement Manager.
- Coordinates VPCs objectives and HSE audits.
- Ensures that all OH&S and Environmental incidents in Section are reported as per guidelines of the Group Health and Safety Management System and the Environmental Management System.
- Ensures that RCAs for OH&S and Environmental incidents are carried out in line with the triggers set in the Plant RCA procedure, lessons learned communicated and actions raised are closed timely.
- Ensures that there is a LIVE Walk by Inspection which incorporates inspection of all safety and pollution control devices in the Plant.
- Avails PPE required by all employees in the project to allow for safe execution of work at site.
- Manages a system for routine Contractor PPE inspections to check for compliance with the Group and Site-Specific PPE standards, taking actions to correct any deviations.
- Actively engages subordinates, Contractors, visitors, cross functional teams and other stakeholders on OH&S and EMS issues, through VPCs, safety inspections, tool box talks, key learnings (KL) reviews, etc.
- Manages and optimises the performances of all plant shops in order to optimise specific electrical energy consumption (SEEC) and specific thermal energy consumption (STEC) to meet plant targets.
- Monitors the availability and performance of all water recycling systems in the plant to ensure that there is no wastage of natural resources.
- Ensures that all plant raw materials are stored at designed areas.
- Ensures that all hazardous substances are disposed off in line with the applicable procedure.

Set Up Clear Processes to Address and Resolve OP Related Issues (scalate insolved issues to steering committee).

Ensure the Readiness of the Plant Team and all its Systems and Tools (training plan done, tools and systems available, An audit of the plant readiness should be done by an independent party ( Technical Center ,Management team of another plant …).

Monitor the Progress of OP.

People Development: Management of the competency assessment processes, development of competency gaps and implementation of approved IDPs for the department

Cost Optimisation: Assist the Operations Preparations Group Manager to control, track and optimize on cost expenditure to meet set targets and provide a cost competitive product for the market.
People Management
- Manage day to day topics for his team including Leave, Appraisals, Coaching
Internal Controls
- Support General Manager with the Internal Control topics suggest improvements and test (when required) the processes and controls within his own preview.
- Follow the Code of Business Conduct process as prescribed by the Company
Education/Qualifications
- University degree in Mechanical / Elrectrical Engineering / Applied Chemistry/Mining Engineering/Mining Geology, Manufacturing Engineering, Production Engineering or Equivalent
- Track record of driving performance and visible results.
Experience
- At least 5 years of OP management experience in a cement project
