Overview
The Rights and Dignity Project is a USAID funded program that seeks to strengthen governmental and non-governmental human rights protection systems, resulting in an increasingly tolerant, just, and equitable El Salvador. The Project is realizing this goal through the following objectives: 1) increase effectiveness of human rights organizations and defenders to advocate for human rights and democracy in El Salvador; 2) increase ability of selected key independent institutions to protect human rights in El Salvador; and 3) increase citizen awareness on human rights and democratic practices to prevent human rights abuses and discrimination.
Counterpart International is seeking a Salvadoran national to serve as Operations Manager, supporting the Chief of Party and the Deputy Chief of Party in the Project’s day-to-day operational management, ensuring the Project’s smooth operations and compliance with both Counterpart and USAID regulations and coordinating between the administrative and technical components of the project. The Operations Manager will provide leadership and oversee following units: Finance and Administration, and grants. S/he will work closely with the Project’s COP, Technical Deputy Chief of Party and key personnel to ensure technical and financial reporting requirement are met in timely manner and on budget. The person selected will be expected to interact regularly with Project and Mission staff, as well as with human rights partners, government officials, and other relevant stakeholders. This is a full-time position based in San Salvador, El Salvador that will report to the Chief of Party.
Responsibilities
- Support the Chief of Party in the overall management of the program.
- Coordinate with other key personnel to prioritize activities within the approved workplan.
- Oversee the day-to-day finance administration and grants operations for the Project.
- Manage the Project’s human resources including recruitment, staff management, staff development, and terminations.
- Support the COP in the identification of strategic needs specific to human resources and security for Project staff and work with the Finance and Administration Manager, HQ, and Incident Management Teams to effectively address these needs.
- Ensure clear communication with the COP, Technical DCOP and other key staff for informed decision-making regarding staff security, human resources, and other relevel operational needs under the Project.
- Oversee the day-to-day management and monitoring the Project’s budget and expenditures.
- Provide direct oversight of all Project procurement, including compliance with CPI and USAID policies and ensuring effective and timely procurement for Project activity implementation.
- Liaise between home office and field team in finance, administration and operational matters, as needed.
- Support the development of Project strategies, planning, and implementation of Project activities while ensuring cohesion among the Project’s technical components.
- Ensure Project implementation complies with Counterpart’s policies/procedures, GOES and USAID rules/regulations, particularly with respect to financial and grant management.
- Participate in developing Project reports including quarterly reports, annual results reports, and pipeline and resource estimates.
- Provide mentoring and professional development support to Project staff, with emphasis on building capacity of Salvadoran staff.
- Represent Counterpart to USAID, local and national governmental authorities, local CSOs, community organizations, and other donor organizations.
Qualifications
- Bachelor’s degree in political science, public policy, international development, and/or related field.
- Eight (8) years of relevant work experience, preferably support human rights and/or democracy and governance projects in the region, preferably in El Salvador.
- Demonstrated experience overseeing the financial, administration, and grants areas of a project.
- Demonstrated experience developing collaborative relationships with local organizations and governments in the region.
- Demonstrated experience managing grants, preferred
- Experience working with traditionally marginalized groups including, women, youth, people with disabilities, and LGBTI individuals.
- Experience in El Salvador preferred.
- Commitment and demonstrated experience to social inclusion, preferred
- Demonstrated skills in effectively maintaining good relations with and/or collaborating with local government structures, senior government officials, civil society actors, other donors and US government projects.
- Professional experience in implementing donor-funded projects and strong management experience with preference for USAID-funded donor experience.
- Demonstrated leadership, management, decision-making and interpersonal skills.
- Excellent organizational, analytical, oral and written communications skills.
- Speaking and writing fluency in English and Spanish required.
