Operations and Human Resources Coordinator Consultant - ChildFund Rugby

ChildFund Rugby is World Rugby’s global Social Impact Partner, a multi-year partnership that builds on previous partnerships across four consecutive Rugby World Cup events.

ChildFund Rugby is led by ChildFund Australia on behalf of the ChildFund Alliance - a global network of 12 organisations which assists almost 23 million children and their families in 70 countries.

2. Role Overview

As the Operations and Human Resources Coordinator, you will provide to a global team:

i) Administration services;

ii) Human Resource services;

iii) Financial Support services, and;

iv) Record keeping services.

3. Reporting

The position will report to Operations and Finance Manager.

4. Key Duties

Administration Services

- Ensure that relevant administrative policies are followed at all times by the Team;

- Provide administrative services, including policies and procedures, formats and templates across multiple countries;

- Ensure that relevant information is shared across team members;

- Provide administrative support to the Leadership Team;

- Ensure required counter-terrorism and anti-money laundering checks are completed prior to all contract execution.

Human Resource Services (Excluding Short-Term Contractors/Consultants)

- Coordinate all human resource services including contracting, working permissions and the organisational HR platform in-line with organisational guidelines;

- Lead recruitment processes including vacancy announcements, interview scheduling, candidate long listing, reference checks; assisting with onboarding, orientation (including team systems and key policies) and off-boarding;

- Draft, store and process all contracts in-line with organisational requirements;

- Lead the implementation of HR procedures across different locations, including evidence of team compliance training.

Financial Support Services

- Provide support to ensure that relevant financial policies are followed at all times;

- Support S4D Team procurement and purchasing, including working directly with suppliers and contractors;

- Advise team on financial processes and purchase request documentation, and process payments in Sage;

- Support S4D Team with advances, acquittals and financial system data entry.

Record Keeping Services

- Maintain functionality of whole of team shared communications platforms;

- Oversee access to relevant administration, finance and HR formats and templates across shared communications platforms;

- Maintain organisational administration, finance and HR record keeping and be proactive in making processes more efficient;

- Ensure all administration, finance and HR records are organised, accessible and comply with relevant organisational policies;

- Oversee team asset management.

5. Qualifications and Experience

- Tertiary education in a relevant field with an interest in youth development;

- Strong written and spoken English with additional relevant languages an advantage;

- Administration and finance experience, preferably in the NGO sector of at least 3 years;

- Experience of working successfully with diverse multi-country, multi-language teams.

You are expected to remain alert and responsive to any child safeguarding and Sexual Exploitation, Abuse or Harassment (SEAH) risks and conduct yourself in a manner consistent with Child Safeguarding and Prevention of SEAH Policies.

6. Skills

- Excellent communicator to be successful in a complex partnership and remote team environment;

- Highly organised with the ability to manage multiple priorities;

- Flexible and able to adapt to different environments;

- High levels of IT literacy;

- Effective under pressure and results-oriented;

- Deadline-oriented and proactive;

- Discretion, accountability and integrity.

Location: Remote in Phnom Penh, Cambodia

Contract:  Full-time Consultant (Maternity Cover)

Contract term: 8 months
