Overview

TITLE: National SCSEP Coach and Compliance Monitor

RESPONSIBLE TO: Older Worker Services Program Director

DIVISION/DEPART: Mission and Partnerships

SUPERVISES: N/A

FLSA STATUS: Exempt

BASIC FUNCTION:

  • Ensure sub-recipient compliance via program monitoring, based on the SCSEP national grant performance goals for the local Goodwill organizations operating the grant.
  • Provide continuous monitoring and coaching of sub-recipients of the national federal grant administered by GII.
  • Complete monthly trend analysis and diagnostics, complete occasional report preparation, and provide training and technical assistance on program operations and systems for local Goodwill organizations.

NOTE: This position is funded by the U.S. Department of Labor Senior Community Services Employment Program (SCSEP) grant awarded to GII. The position’s establishment and continuance is dependent upon on-going grant funding.

Responsibilities

SPECIFIC DUTIES:

  1. Ensure all subrecipients meet all routine SCSEP administrative and program requirements.
  2. Maintain a working knowledge of all relevant laws, rules, regulations, and instructions that guide national grantees in the implementation of the SCSEP program, including all updated, revised, and new information; communicate them to subrecipients as necessary.
  3. Conduct annual scheduled monitoring site visits and data validation reviews with subrecipients; prepare site visit monitoring reports within 10 business days following monitoring visit.
  4. Conduct technical assistance visits as needed to provide training and support to subgrantees.
  5. In consultation with GII SCSEP team, analyze findings from monitoring reports to determine if specific technical assistance or training needs are indicated.
  6. Participate in GII SCSEP team meetings and prepare follow-up communications with subrecipients on conclusions.
  7. Conduct monthly desk monitoring calls with subrecipients to review program progress on performance measures, spending, progress on work plans, and/or corrective action plans.
  8. Conduct quarterly desk reviews of subrecipient program files as identified to ensure quality and that corrective action plan(s) have been implemented as needed.
  9. Monitor data entered into the national SPARQ and GPMS database systems to ensure accuracy and timeliness.
  10. Assist the GII SCSEP team with the needs identification, topics, and content of training based on contacts with the subrecipients, analysis of monthly performance, or information on best practices from other national grantees and other external sources;
  11. Assist and participate in the organization and delivery of training activities as needed.
  12. Co-develop resources and help conduct quarterly or ad-hoc trainings for all subgrantees with a specific focus enhanced results and impact on key opportunities like job readiness and employment.
  13. Create and revise SCSEP forms to effectively document programmatic activities and monitor grant performance.
  14. Provide compliance and corrective action planning and monitoring guidance with subrecipients performing below projected performance.
  15. Perform responsibilities as assigned and needed to contribute to the success of the Goodwill SCSEP program.
  16. Perform other duties as assigned to support the GII strategic plan, the GII Mission Advancement, Philanthropy and Partnerships Department, and local Goodwill organizations.

RELATIONSHIPS:

Internal: Daily contact with GII SCSEP team and other GII Mission and Partnerships team members. Frequent contact with other GII team members to coordinate projects and support other activities.

External: Occasional contact with other SCSEP grantees, business and industry, and research and policy organizations as necessary.

Local Goodwill organizations: Frequent contact with Goodwill SCSEP sub-recipients; some contact with other local Goodwill organizations to communicate effective older worker service delivery strategies and practices.

Qualifications

SKILLS NEEDED:

  1. Thorough knowledge of the law, rules and regulations governing SCSEP. Solid grasp of relevant OMB Circulars and related Code of Regulation chapters.
  2. Strong oral and written communication skills.
  3. Ability to use tact and discretion when communicating with CEO’s, senior leaders, and program staff at SCSEP subrecipient locations.
  4. Ability to perform frequent travel.

EDUCATION: Bachelor’s degree, with social science or liberal arts emphasis.

EXPERIENCE: Three or more years of project monitoring and/or grant management experience; working knowledge of workforce development programs and common practices; prior experience working at or with local Goodwill Industries desirable; prior experience with SCSEP desirable.

DECISION MAKING: Decisions on scheduling projects and determining priorities.

SUPERVISION: Regular – Latitude is given to the position in carrying out its work assignments. Work is reviewed for accuracy and completeness. Works under general supervision.

PHYSICAL EFFORT: Medium, lifting 50 lbs. maximum with periodic lifting and/or carrying of objects weighing up to 25 lbs. Frequent walking or standing are required (may be accommodated). Requires long hours at a computer. Requires frequent travel.

EMOTIONAL EFFORT: Moderate, occasional short deadlines requiring some overtime. Work environment occasionally hectic with occasional to frequent periods of high stress.
