Function
The Monitoring Evaluation and Learning Systems Officer (MELS) shall assist with project planning, monitoring and evaluation activities at the field and country level. He/she shall ensure quality in project implementation in accordance with the Country Program Framework and Heifer’s vision. He/she shall track and document measurable outputs and intended outcomes generated by Heifer’s projects.
Responsibilities & Deliverables
- Assist with project quarterly and annual planning and review processes and activities.
- Conduct project planning, monitoring and evaluation and reporting on project progress.
- Providing technical assistance and building capacities of program staff including project participants in all MELS related activities
- Providing guidance and support to all program staff in the development and implementation of monitoring tools, which include but not limited to data collection, analysis and reporting on program indicators.
- Assist with the implementation of HPI Global MELS policies and systems at country office level
- Work with the MELS Manager in planning, designing and undertaking program evaluations and other programmatic assessments.
- Participate in program/project development activities and provide input in MELS related technical areas.
- Identify and disseminate best practices across projects/programs.
- Identify, document and highlight key areas of program impact (both qualitative and quantitative) for sharing with existing and prospective partners.
- Provide support in the development of program/project key performance indicators and monitor program/project progress against those.
- Working with the MELS Manager, provide guidance and support in the development & management of information management systems and maintenance of a comprehensive programmatic database (electronic and hard copy files of all project documents).
Qualifications
- A Bachelor's degree in Agricultural Economics; Social Sciences (Economics); Statistical Sciences; Development Studies and any other related academic qualifications. High level computer and data management skills are a must.
Other requirements
- Demonstrate high level capacity in data collection and analysis using advanced computer packages (SPSS, Stata, Epi-Info etc).
- Experience in data collection platforms (Survey CTO, KOBO).
- Project management and supervisory experience.
- At least three-year experience in relevant fields. NGO experience is desirable but not a must.
- Demonstrate a track record in quality reporting, knowledge management and dissemination.
- Demonstrate high level integrity in management of project activities and resources, leadership skills, innovation, commitment and passion for development work.
