Solidarity Center is seeking a Monitoring, Evaluation and Learning (MEL) Officer for a project in Bangladesh to be funded by the U.S. Department of Labor, which will empower workers to advance their rights. The Monitoring, Evaluation and Learning Officer will be based in Dhaka, Bangladesh.
The MEL Officer will report to the Project Director in Bangladesh, with responsibility for monitoring, evaluation, and learning activities for this project. Duties will include gathering, reporting, and analyzing performance data, as well as assessing outcomes and program impact. This individual will also participate in and contribute to the Solidarity Center’s MEL community of practice and build Monitoring and Evaluation (M&E) capacity among the program staff.
Qualifications: This position requires strong project management skills, the ability to monitor outcomes and write results-oriented reports. This position demands sound judgment, a head for analysis, and a keen political sense. Experience with worker organizing and/or worker issue advocacy in Bangladesh is highly desirable. Fluency in both English and Bangla is essential, as is experience with U.S. Government funding agencies.
Additional Requirements:
● Minimum of 5 years of experience in an M&E position responsible for implementing M&E activities of international development projects.
● Proven success in designing, implementing, and operating project M&E systems, from initiation to closeout.
● Experience in performance measurement, including indicator selection, target setting, reporting, and developing M&E, and/or performance monitoring plans.
● Experience in M&E for poverty reduction and social justice, human rights or civil society programs (experience with labor projects preferred, ideally with trade unions).
● Experience with international funders and their requirements.
● Bachelor’s degree in statistics, demography, public policy, international development, economics, or related field (Master’s degree or advanced certificate in M&E, statistics, or economics preferred).
● Flexibility in responding to changing work priorities.
● Ability to work independently and in a team environment.
● Excellent writing and communications skills in the English language.
● Oral and written fluency in both English and Bangla.
High priority will be given to citizens or permanent residents of Bangladesh. The Solidarity Center offers competitive salaries based on experience and generous benefits but will not provide housing, a relocation allowance, or support for a candidate to obtain a work permit for this job.
