IISD’s Economic Law and Policy (ELP) Program is devoted to supporting the elaboration and improvement of economic governance frameworks and tools that support the achievement of sustainable development objectives. ELP does so by developing research outputs, providing training and capacity support to the relevant stakeholder groups, and organizing conferences and dialogues, among other approaches. Increasingly, our work involves a dedicated “virtual” component, both in terms of the events we deliver and the communications and outreach efforts we undertake. Our team includes lawyers, economists, policy analysts, and journalists, among others, who are located across various countries and world regions. The program encompasses several workstreams, including investment law and policy; international trade; agriculture; sustainability standards; sustainable finance, procurement, and infrastructure; and mining.

Position

The Monitoring and Evaluation Manager will help tell the story of the way our work brings about the change we want to see. They will be responsible for refining program architecture and optimizing the data collection system that would comprehensively and systematically track the evidence of our project and programmatic impacts. They will lead the implementation of the Monitoring, Evaluation and Learning Plan, which provides a clear definition of monitoring and evaluation frameworks, theory of change, processes, and help streamline the monitoring and evaluation practices across ELP projects. As part of setting up the systems, the MEL Manager will continue to implement the MEL Plan, including role in project design; updating the monitoring and evaluation frameworks as needed; collecting, summarizing, storing, and providing data for reporting on project and program outcomes; and advising on strategies for learning and evaluation.

Responsibilities

  • Optimize programmatic data collection processes in the designed M&E databases to inform the progress of various projects.
  • Streamline data collection for monitoring and evaluation practices across projects, ensuring that necessary data is collected on both project and program levels.
  • Review and update the project design, including the theory of change and indicator matrix, in case of changing priorities.
  • Assist implementation teams in the development of project-level monitoring and evaluation systems and tools; advise on impact evaluation strategies and tools. Also hold learning sessions with the team upon the conclusion of the projects.
  • Contribute expertise to the design of primary data collection tools (survey design, interview and focus group guides, etc.) and analyze the results of feedback.
  • Manage the system, perform regular programmatic data collection and quality assurance in collaboration with project implementation teams. Also extract data on project level outputs and outcomes and share findings with the teams on quarterly basis.
  • Foster partnerships with external consultants as and when necessary
  • Report on M&E findings; incorporate MEL data into funder reporting in cooperation with the Communications Team and the PMs.
  • Report on the achievement of program results against organizational strategic priorities.

Qualifications

  • University degree in social sciences, public policy, international development, statistics, economics, or a related field. MEL-related courses and/or certification is an asset.

  • 4-6 years of experience in an MEL position in an international development or non-governmental organization setting.

  • Proven expertise in designing, refining, and operationalizing monitoring data collection tools.

  • Demonstrated experience in the design and implementation of MEL systems and processes.

  • Knowledge of major evaluation methodologies; impact evaluation studies.

  • Experience in program design, including developing theories of change, logical frameworks, and indicator matrices/performance measurement frameworks.

  • Experience in planning and managing surveys. Knowledge of Survey Monkey tool is an asset.

  • Experience in data management, quality assurance, and oversight.

  • Advanced knowledge of MS Excel, Word, and PowerPoint; knowledge of MEL data management systems is an asset.

  • Strong analytical skills and ability to quickly familiarize oneself with new projects and issues.

  • Excellent writing and oral communication skills.

  • Demonstrated ability to work remotely, independently, and as a member of a team.

Employment Type: 100% FTE, 1-year maternity cover contract with a possibility of extension.

Salary: CAD 67,000 - CAD 70,000 (based on experience and location)

Start Date: As soon as possible

Location: Toronto or Ottawa (position will be hybrid, minimum of 1-2 days per week in an IISD office).
