Overview of the Position
Social Solutions is seeking an Monitoring, Evaluation, and Learning (MEL) Director for the anticipated, USAID-funded, Long-term Exceptional Technical Assistance Project (LEAP Global). LEAP Global will be a five-year, $120-$125 million program that aims to hire, embed, and support technical advisors and subject matter experts within national infectious disease programs in USAID-supported countries. LEAP Global is under the GSA OASIS IDIQ with an anticipated start date in October 2023.
The MEL Director will lead technical monitoring, evaluation, and learning activities across the USAID Mission, program offices, and technical offices. They will track results from learning, such as adaptations to programming. They will lead and promote MEL and CLA activities for strategic collaboration, lead contributions to deepen USAID’s existing learning capabilities and improve the integrity and usefulness of USAID’s monitoring and reporting systems. This position will be contingent upon award and is expected to be a full-time role based in Washington D.C., United States.
Essential Duties and Responsibilities
- Lead contractor contributions to support USAID’s efforts in drawing contextual, programmatic, and operational learning from its monitoring, evaluation, analytical, and assessment efforts.
- Facilitate meetings, workshops, events, and presentations for USAID and its implementing partners, the private sector, civil society, and other stakeholders.
- Support project staff in aligning policies, practices, and processes with MEL and CLA best practices and in identifying ways to adaptively manage programming, offering periodic opportunities to reflect on progress.
- Focus on capacity-building activities that bolster USAID staff and stakeholders’ learning, adaptability, and overall performance management capabilities and skills.
- Support the USAID and its implementing partners in the identification of relevant context indicators; support efforts to review and analyze collected context and performance data for learning purposes.
- Advise in ways that knowledge management efforts, such as reports, videos, online repositories, etc., can support learning initiatives.
- Create and/or review learning products to ensure accuracy
Requirements
- A master’s degree or higher in organizational development, social sciences, statistics, health, or another related field.
- A minimum of five to seven (5-7) years of progressive experience in designing, implementing, and managing MEL-related tasks for donor-funded projects, including experience in both quantitative and qualitative evaluation/study designs and methods of data collection and analysis; USAID client experience is strongly preferred.
- Experience overseeing or implementing effective communications of M&E findings and recommendations.
- Demonstrated experience in disseminating and utilizing results of monitoring, research, and evaluation for adaptive management and decision-making.
- Demonstrated expertise in facilitation and training with the ability to effectively interact with local professionals, international donors, host country government counterparts, and other implementing partners.
- Advanced professional proficiency in spoken and written English
