Job Description
Itad Inc. seeks a Monitoring, Evaluation, and Learning (MEL) Director for the five-year USAID-funded Localize Global Health Security (LGHS) project. The project aims to work with local partners in priority USAID GHSA countries to address critical health security gaps and strengthen global health security capabilities as defined in their national health security action plans, contributing to their Global Health Security Agenda 2024 targets. The MEL Director will oversee all monitoring, evaluation, learning and CLA of the project.
Duties & Responsibilities:
- Provide technical leadership in the development and implementation of the project’s MEL strategy, including the activity monitoring, evaluation, and learning plan (AMELP); and collaborating, learning, and adapting (CLA) processes to create, capture, organize, share, and apply knowledge and evidence to strengthen global health security.
- Lead the development of the AMELP, indicators, MEL Systems, MEL reports and work plans, and required routine contractual requirements and ad-hoc reports.
- Lead the development of M&E approaches for measuring sub-national capacities in alignment with Joint External Evaluation (JEE3.0).
- In collaboration with sub-national stakeholders, leading the development and design of project metrics (key performance indicators) and systems to track program progress, including dashboards and reports in alignment with USAID policies and expectations.
- In close collaboration with local organizations/grantees and M&E experts at the government level, identify and address specific knowledge gaps related to global health security.
- Facilitate high-level discussions among USAID staff and partners regarding the M&E system for measuring sub-national global health security capacities.
- Work with grantees in developing their MEL systems and indictors for reporting; help build grantee capacity related to MEL.
- Lead gathering, analysis, and reporting of project performance data and information ensuring accuracy, timeliness, and quality of data in all internal and external reporting and tracking tools.
- Ensure project MEL and CLA activities comply with USAID policies.
Qualifications
- 5+ years of demonstrated experience in International Health Regulation (IHR) M&E framework, Joint External Evaluation (JEEs), State Party Assessment Reports (SPAR), GHS After-Action Reviews (AAR), and simulation exercises (SimEx).
- 7+ years of experience leading diverse technical teams in MEL, knowledge management, adaptive management, both onsite and remotely.
- Proven experience designing, implementing, and supervising MEL efforts for complex, multi-country USAID-funded programs (ideally with grants under contract component), including developing performance metrics and frameworks to benchmark systems improvements and achieving results.
- At least five years of experience leading and facilitating continuous improvement and learning processes to improve program results and impact, both onsite and remotely.
- Proven ability to design rigorous quantitative and qualitative data collection systems and knowledge of data analysis methods and analytics.
- Experience working on grants under contracts programs and working with grantees preferred.
- Strong understanding of USAID regulations, approaches, and operations, especially as they relate to M&E reporting requirements, collaboration, and global health.
- Familiarity with USAID and global health security programming required.
- English required; proficiency in one or more foreign languages preferred.
- Must be a US citizen.
