Nonviolent Peaceforce (NP) is a dynamic, international non-governmental organization. We work to reduce violence and protect civilians in countries affected by violent conflict and its aftermath through the implementation of unarmed civilian protection programming. NP implements programming through the deployment of civilian protection teams to the field and is continuing to scale up to meet the growing needs in the communities we serve. Programming is founded on unarmed civilian protection and is thematically focused on protection in displacement, child protection, gender-based violence protection, and inter-communal violence reduction.
JOB PURPOSE
The Monitoring, Evaluation, and Learning Advisor are responsible for guiding the monitoring, evaluation, learning, and research system across Nonviolent Peaceforce Iraq (NPIQ). The Advisor will act as a key focal point in the country programme for the collection and analysis of quantitative and qualitative data, at all stages of the programme cycle, to inform evidence-based decision-making**,** support organizational learning, and enhance accountability to donors. The Advisor contributes strategic insight which supports the continued relevance, effectiveness, and efficiency of NPIQ programming. The Advisor will also be responsible for the design and implementation of assessments and evaluations. This includes protocols and study instrument design, training and supervision of data collectors, data analysis, report writing, and dissemination of findings.
KEY OBJECTIVES/RESPONSIBILITIES
- Work closely with Senior Management, Program Development Department, Technical Advisors, and field staff to develop and strengthen monitoring and evaluation systems, including approaches and tools that facilitate the acquisition and aggregation of useful programming data.
- Act as a central focal point for monitoring and evaluation of technical assistance and guidance, ensuring that NPIQ maintains requisite levels of quality throughout programming.
- Guide the design of data quality assurance procedures and training to ensure accurate and consistent data collection among NPIQ field teams.
- Manage processes related to internal monitoring, evaluation, and information management including supporting the Programme Development Department develop logical frameworks and performance monitoring plans, reviewing reporting protocols and conducting research activities.
- Manage processes related to external monitoring and evaluation activities including requests for applications, outsourcing of assessments and evaluations, providing technical input, and overseeing communications related to needs assessments, baseline, midterm, and end line studies, and post and other types of evaluations.
- Lead the dissemination of results and findings including developing external communications materials and advocacy.
- Produce high-quality reports on the results of projects against the project goals and objectives.
- Manage quantitative and qualitative data collection for the purposes of programme development and reporting including the design and deployment of innovative electronic data capture, data storage, and data security systems.
- Undertake regular visits to the field to support the implementation of monitoring and evaluation and to identify where adaptations might be needed.
- Develop an organizational training plan and strategy to support learning and capacity-building efforts within NPIQ.
- Guide the regular sharing of the outputs of monitoring and evaluation findings with management and field staff including reporting of assessments, evaluations, programme data, lessons learned, and good practices.
QUALIFICATIONS AND COMPETENCIES
- Minimum of a Master’s degree in statistics, demography, development studies, sociology, applied research, or other social sciences field, or equivalent experience.
- At least five years of relevant experience in monitoring, evaluation, learning, and research.
- In-depth knowledge and understanding of monitoring, evaluation, and strategic project planning approaches such as logical frameworks, theory of change, etc.
- Experience with qualitative and quantitative data collection as well as participatory monitoring and evaluation methods and system design.
- Excellent training and facilitation skills with experience providing relevant and appropriate capacity building for staff and partners.
- Proficient analysis and communication skills for the purpose of report writing and presentations.
- Experience in data entry and analysis software such as SPSS, STATA, Microsoft Excel, and Access.
- Familiarity and interest in humanitarian protection, peacebuilding, and violence prevention programming.
- Knowledge and understanding of Iraq's socio-economic, cultural, and political conditions.
- A self-motivated person is able to work independently without close supervision.
- Able to work effectively in a diverse team environment.
- Comfortable with frequent travel to field locations and living/working in remote areas.
- Able to effectively promote the mission values, and objectives of Nonviolent Peaceforce.
- Fluency in Arabic an asset.
