The Role:
We are seeking a Monitoring, Evaluation, Accountability and Learning (MEAL) Specialist to lead the MEAL work in IWPR’s Eastern Partnership programme, covering Armenia, Azerbaijan, Belarus, Georgia and Moldova. The role, which can be located in Tbilisi or undertaken remotely, will enable IWPR’s EaP programme to continuously improve its planning, programme delivery, and development of staff, partners and programme beneficiaries. The MEAL Specialist will report to the Regional Director for the EaP.

The MEAL Specialist will be responsible for monitoring, evaluation, learning and reporting throughout IWPR’s projects in the EaP. They will support all project staff to collect data throughout the project to monitor the quality of outputs and to evaluate outcomes while integrating new MEAL techniques and approaches to best capture, analyse and share results in a simple and effective manner for timely decision-making and learning for staff, partners and key stakeholders.
In addition the MEAL Specialist will be responsible for implementing participatory (e.g. Most Significant Change, Outcome Harvesting) methodologies and developing impact reports for key project stakeholders (beneficiaries, partners, IWPR etc.) supporting cross-programme learning and demonstrating changes achieved and lessons learned. They will develop a programme & project specific indicators that capture both successful implementation and impact, help develop theories of change for the project and support in the documentation of methodologies, highlighting what works and where improvements are needed to ensure continued learning and encourage innovation and experimentation of new ideas based on evidence.
The Specialist will also work in coordination with MEAL staff across the institution to develop a set of standard and common indicators to encourage institutional learning and sharing across regions and departments. They will lead training for project staff, partner organisations and beneficiaries on MEAL methodologies and will support the integration of new ways of measuring qualitative and quantitative impact.
