Fòs Feminista is an intersectional feminist organization centered around the sexual and reproductive rights and needs of women, girls, and gender-diverse people. Led and governed by the Global South, Fòs Feminista works as an alliance of organizations in 40+ countries worldwide to advance sexual and reproductive health, rights, and justice. Fòs Feminista is both the connective tissue that links these diverse partners in an alliance and an active participant in the broader ecosystem of actors working on sexual and reproductive health, rights, and justice (SRHRJ). Fòs Feminista orchestrates transnational and transregional action by connecting partners throughout the SRHRJ ecosystem, amplifying innovative partner-led solutions to SRHRJ issues, and catalyzing funding and political will for an intersectional feminist agenda on SRHRJ.

Together with partners in the Alliance, we provide access to sexual and reproductive health care and services, including contraception, abortion, and care for victims of gender-based violence, and we reach young people with comprehensive sexuality education. We recognize that the ability of women, girls, and gender-diverse people to make free and informed choices about sexual and reproductive lives, including to access safe and legal abortion, is central to their life plans and to achieving gender and reproductive justice. We are at the forefront of advocating for sexual and reproductive health and rights (SRHR) from an intersectional lens in national, regional, and global spaces, coordinating with our partners to ensure that diverse experiences, priorities, and voices of the Global South are represented in these spaces. And we strengthen intersectional feminist movements and organizations by creating and holding space for partners to participate in an international community built on feminist values of sharing power, diversity, mutual learning, and solidarity and to access resources to strengthen their work.

Position Summary:

Fòs Feminista is seeking a highly motivated and bi-lingual (French & English-speaking) professional with experience in SRHRJ/Gender/Human rights to support implementing a large-scale government-funded project focused on South-South promotion of menstrual health and dignity. The Monitoring and Evaluation (M&E) Officer will be responsible for implementing, and managing the project's monitoring, evaluation, and learning framework. They will play a crucial role in ensuring that the project achieves its objectives, maintains quality standards, and adapts based on lessons learned. This position will work with the Business Intelligence, Evaluation & Research Associate Director to support the project’s alignment with Fòs Feminista’s Accountability & Learning Framework.

The incumbent will also be responsible for providing day-to-day monitoring, evaluation, and learning support for the Sang pour Sang project. The M&E Officer will develop, apply, and improve data management, monitoring, evaluation, and knowledge management approaches based on projects’ M&E frameworks, focusing on streamlined approaches that reflect multiple ways of knowing. They will also be responsible for facilitating participatory sensemaking sessions, systematically compiling insights, and sharing knowledge to advance the learning of the designated restricted projects.

Accordingly, the position requires working across multiple content areas and effectively collaborating with programmatic, information systems, advocacy, and clinical, research, and evaluation professionals. The M&E Officer must be highly familiar with sexual and reproductive health, rights, and justice issues.

Supervisory Relationship:

The Monitoring and Evaluation Officer will be a member of the Business Intelligence, Evaluation, and Research (BIER) cluster, working under the direct supervision of the Business Intelligence, Evaluation, and Research Associate Director and will collaborate closely with The Associate Director of the Sang pour Sang Project.

Key Responsibilities:

Monitoring & Evaluation

  • Apply equity-focused intersectional feminist principles to monitoring, evaluation, and research practices and tools utilized across the Fòs Feminista Alliance.
  • Support organizational strategy using best practices and evidence from monitoring, evaluation, and research.
  • Collaborate with programmatic teams from the planning phase to engagement, reflection, and adjustment of programmatic strategies; advise their assessment needs at the planning stage.
  • Support the development of evaluation frameworks for emerging priority areas (i.e., intersectionalities).
  • Identify innovative, effective approaches for elevating the voices of women, girls, and gender-diverse individuals in the design, implementation, and evaluation of programming.
  • Collaborate with the Business Intelligence & Research (BIER) team to ensure the systematic application of best practices in monitoring, evaluation, and research approaches across program areas.
  • Develop and sustain working relationships with key stakeholders, building diverse internal and external networks to strengthen the BIER cluster.

Knowledge Management & Learning

  • Together with the BIER team, support the implementation of the Accountability & Learning Framework.
  • Identify internal learning needs within Fòs Feminista and Partners for the Sang pour Sang project.
  • Work closely with the Sustainable Ecosystem Unit and the Global Advocacy for Change Unit, to ensure consistent and coherent knowledge transfer and learning across the organization for the project.
  • As needed, offer innovative approaches to enhance the organization's existing strategic and program development processes.

Project Support

  • Provide day-to-day data management, monitoring, and evaluation support to the Sang pour Sang project.
  • Principally responsible for leading periodic review, cleaning, analysis, and reporting of designated restricted project results, collaborating closely with project technical co-leads to inform technical and programmatic decisions.
  • Prepare analyses of project data in DHIS2 and provide written interpretation based on baselines, targets, and narrative programmatic information in advance of project reporting deadlines.
  • Facilitate participatory sensemaking and learning sessions with project stakeholders, interpreting, compiling, and sharing insights with various audiences for continuous project improvement.
  • Develop training materials and provide planned or ad hoc training to project partners to support project data collection, review, cleaning, analysis, and reporting.
  • Drive the development, validation, application, and iteration of a suite of monitoring and evaluation tools planned as part of projects, which follow each project’s monitoring and evaluation framework.
  • Support the continual improvement of data collection tools in DHIS2 and other information systems, identifying ways to align them with intersectional feminist principles and collaborating closely with team members responsible for the back-end development of systems.
  • Capture lessons learned, successes, and challenges to inform the development of a knowledge management plan for projects.

Minimum Qualifications:

  • Master's degree in a related field.
  • Minimum of three (3) years of experience in related fields.
  • Proficiency in English and French is required (both written and spoken).

Required Knowledge, Skills, and Abilities

  • Demonstrated experience designing, planning, and implementing intersectional feminist evaluation and learning approaches in the Global South, with a preference for direct experience related to sexual and reproductive health, rights, and justice.

  • Expertise in quantitative and qualitative evaluation methodologies.

  • Knowledge of feminist evaluation, equity evaluation, and/or gender-transformative evaluation.

  • High capacity for organization and coordination. Proven ability to work in a team and establish effective work relationships with people of diverse backgrounds.

  • Strong analytical skills, resourcefulness, initiative, and proven ability to develop information and knowledge products.

  • Proficiency in various software tools for data and knowledge management (for example, Excel, DHIS2, learning management systems, or others).

  • Solid understanding of and commitment to sexual and reproductive health, rights, and justice in the Global South.

  • Excellent writing skills with proven ability to write with clarity and succinctness.

  • Ability to adapt to emerging evaluation or learning challenges and opportunities, as well as the capacity to be a self-starter capable of troubleshooting and seeking swift solutions to potential setbacks.

  • Ability to work well with multidisciplinary teams and independently.

  • Strong communication skills, including the ability to listen and communicate with different stakeholders at varying levels and varying technical knowledge.

  • Excellent planning skills and the ability to work under tight deadlines.

  • Strong interpersonal skills and cultural competence to respectfully interact with diverse audiences.

  • Knowledge of communications technologies used by and useful to international organizations is a plus.

Compensation: The annual salary is USD $ 31, 614.82 gross. While salary is calculated in USD, payment may be made in local currency.
