Overview
Counterpart International is currently seeking an Monitoring, Evaluation and Learning (MEL) / Writing and Documention Officer to provide technical support for the Strengthening Human Rights Systems (SHRS) Project. This person will focus on supporting the implementation of the project’s MEL Plan, and leading the processes for preparing written reports on project progress and planning. This position will report to the Senior MEL Specialist.
Responsibilities
Monitoring, Evaluation and Learning:
- Work under the direct supervision of the Senior MEL Specialist, providing technical support to the implementation of the Monitoring, Evaluation, and Learning plan.
- Support Senior MEL Specialist in overseeing the MEL activities of partner Government institutions and CSOs partners;
- Support the Senior MEL Specialist in providing ongoing capacity building (coaching, mentoring, and support) to partners; regularly orient and update partners on MEL guidelines
- Coordinate with Grant Specialist for data collection from grantees, and help maintaining local contact database;
- Accompany monitoring visits to partners, monitor adherence to data quality standards and assist in quality assurance assessments;
- Aggregate and verify data reported against indicators and ensure source documentation is readily and available, and support the analysis of data collected.
Written Reporting:
- Work closely and collaboratively with Counterpart International’s Director and Technical COP, Human Rights Team Lead, administrative and technical staff, as well as international and local partners to lead preparation and writing of the Project’s contractually required deliverables, including Quarterly/Annual Reports, Annual Work Plan, and Annual MEL Plan.
- Coordinate across technical, grant, and administrative teams to gather information on activities planned, in process, and completed to craft a comprehensive and relatable narrative of efforts and results, including the incorporation of MEL data.
- Maintain awareness across teams of coordination of activities to ensure timely gathering of project data, including attendance at select meetings and events, to ensure thorough understanding of the project’s objectives, efforts, and results, such that such information can be gathered and written in a complementary and compelling narrative;
- Serve as lead coordinator across teams to gather relevant inputs for reports; guide staff on best methods for preparing quality inputs and provide quality control; set reporting schedule and enforce deadlines, taking into account project calendar; lead the gathering of supporting information such as report annexes, and review and edit for consistency across documents (narrative, annexes, budget inputs, MEL data, etc).
Qualifications
Qualifications
- BA degree in statistics, sociology, English, capacity development or related field;
- Experience in project monitoring and evaluation, preferably in the framework of donor-funded projects;
- Excellent verbal and written communication skills in English and Spanish, and particularly in written English;
- Experience in reporting on USAID-funded projects strongly preferred;
- Ability to present and communicate findings convincingly to a variety of audiences through oral and written presentations, reports, memos, and articles;
- Knowledge of the development performance indicators, supporting training activities in data collection techniques; experience in developing database systems to collect performance data preferred;
- Aptitude for developing data collection instruments (e.g. surveys) and collecting data (e.g. using surveys, focus groups, key informant interviews, etc.);
- High level of experience with the use of Spreadsheets software packages (e.g. Microsoft Excel);
- Ability to perform qualitative and quantitative data analysis, such as content/pattern analysis; familiarity with descriptive and inferential statistics preferred;
- Excellent organizational skills to meet strict deadlines;
- Ability to develop good working relationships with Program’s funder, partners and other stakeholders;
- Familiarity with gender and development issues strongly preferred;
- Advanced knowledge of MS Office;kKnowledge of Office365 and SharePoint preferred.
