This will be a full-time position (32 to 40 hours/week) until January 28, 2023, and will be offered on a consultancy contract.

POSITION SUMMARY

IREX seeks a consultant who will support the Learn to Discern Ukraine portfolio and possibly other projects in the Information and Media practice. Working not less than 32 hours/week until the end of January, with a possibility for an extension, the consultant will contribute thought leadership and guidance on key decisions and daily decisions for the DC and Ukraine teams implementing this project.

Description of Responsibilities:

  • Advise on research design and analysis for both components of Learn to Discern in Ukraine
  • Provide guidance on outreach to and work with decision makers and local governments
  • Consult with the Learn to Discern team on matters related to policy
  • Produce research and analysis of various issues around disinformation, propaganda, and media and information literacy
  • Support the Learn to Discern team in project planning activities
  • Assist in compliance and procurement tasks as required
  • Reexamine theory of change for the projects
  • Study and test new methods for measuring resilience to disinformation
  • Understand information and consumption needs of population and how to address them with media literacy initiatives.
  • Support tasks related to deliverables and reporting.
  • Contribute to other projects as assigned.
  • Contribute research and writing for new business development.
  • Provide support to monitoring and evaluation specialist.
  • Revise monitoring and evaluation practices.
  • Study donor requirements and ensure the projects are following them.
  • Review quarterly reports and identify and improve them.
  • Write success stories.
  • Other duties as assigned.

Skills and Experience

  • Excellent written and verbal English language skills, required; Russian skills desired; Ukrainian skills desired.
  • Previous experience in disinformation space;
  • Previous experience in international development, preferably in the Former Soviet Union
  • At least three (3) years' experience with international organizations, preferred.
  • Previous experience guiding projects to success.
  • Proficient computer literacy, required;
  • Excellent communication skills, required;
  • Proactive with strong problem‐solving skills, required
  • Well-organized with strong planning skills, required;
  • University degree in international development, media related studies, preferred.
