Overall Function

The Manager, Transportation and Clean Air Policy will conduct and oversee a wide range of analytical projects related to EDF’s work to reduce harmful pollution from the transportation sector and to accelerate deployment of zero-emitting vehicles. As a part of the Legal and Regulatory team, the Manager will work with a cohort of EDF attorneys, legal fellows, policy experts, and external consultants to support, advance, and defend clean car and truck standards. This work includes recently finalized EPA standards for model year 2023 to 2026 passenger vehicles, longer-term multi-pollutant standards for passenger vehicles, and multi-pollutant standards for medium- and heavy-duty vehicles. Additionally, the Manager will conduct analysis in support of protective state clean car and truck standards. In carrying out this work, the Manager will enhance key team priorities, including DEIJ and environmental justice efforts, and help to develop and strengthen strategic partnerships with a wide range of stakeholders. The Manager will report to Distinguished Counsel and Associate Vice President Clean Air Strategies.

Key Responsibilities

• Manage and conduct complex analyses related to emissions impacts, cost, technical feasibility, lead time, market developments, health and equity impacts and other related areas in support of protective air pollution standards for light, medium, and heavy-duty vehicles.
• Manage and conduct complex analyses in support of EDF’s efforts to defend protective clean car and truck standards in court.
• Assist in managing analysts and external consultants focused on performing technical analysis, in alignment with established objectives.
• In collaboration with colleagues, lead relevant projects and communicate goals and results to EDF staff, companies, policymakers, environmental groups, the media and the public through reports, presentations, and other methods.
• Write papers summarizing research for a broad audience, along with public communications including presentations, Op-Ed pieces, and blog posts.
• Support advocacy activities at national level.
• Manage specific project tasks such as outreach to potential partners, developing work plans and timetables, identifying, and procuring necessary resources, and managing project work and deliverables. ·
• Prepare project ideas, funding proposals and periodical reports.
• Represent EDF in technical forums related to transportation pollution reductions.
• Support EDF’s engagement with external stakeholders to advance progress on key issues.
• Participate in advancing EDF DEI goals in which people from all backgrounds and experiences feel connected, included, and empowered to address environmental and organizational challenges in alignment with EDF values.
• Additional relevant responsibilities as assigned.

Qualifications

• Bachelor’s degree in engineering, physics, atmospheric chemistry, economics or other field relevant to the technical underpinnings of vehicle emission standards and at least 6 years of relevant experience required. A PhD may substitute for 4 years, and a Master’s may substitute for 2 years.
• Experience in project management required.
• Ability to run pre-existing models for vehicle emissions and compliance modeling or related areas, including familiarity with emissions modeling platforms like EPA’s MOVES emission modeling system, EPA’s OMEGA Model, and NHTSA’s Volpe Model.
• Understanding of vehicle cost and lead-time analysis or related areas, including analyses like those EPA and the California Air Resources Board conduct in support of vehicle emission standards.
• Knowledge of vehicle and emission control technologies and their function including evaluating and assessing the feasibility of emerging technologies.
• Working knowledge of EPA’s light-duty and heavy-duty vehicle regulatory programs preferred.
• Familiarity with air quality modeling and health impacts assessments.
• Excellent research, analytical, and communication skills.
• Expertly conveys complex ideas as easy-to-understand concepts through written and oral communication.
• Exceptional personal organization and attention to detail.
• Proactive, flexible, and results oriented.
• Adept at working on multiple projects concurrently and meeting deadlines, both independently and as a member of small multi-disciplinary teams in a dynamic and creative environment.
• Ability to professionally represent EDF in dialogue with government officials and in external partnerships.
• Demonstrates self-awareness, cultural competency and inclusivity, and ability to work with colleagues and stakeholders across diverse cultures and backgrounds.

USD $82,000.00/Yr.

Maximum Salary

USD $92,000.00/Yr.
