SCOPE OF POSITION:
Reporting to the Director, International Programs, the Manager, Program Development Quality and Knowledge provides the entrepreneurial leadership to grow and diversify support for Oxfam Canada’s international and domestic women’s rights program while supporting program quality and knowledge work both within new programs and through a departmental convening role. With the support of a small team, the Manager will lead the implementation of a comprehensive institutional funding strategy for Oxfam Canada, monitor donor priorities and institutional funding trends, foster strategic relationships with key partners and donors, and coordinate program design, quality and proposal development.
The Manager will work in close collaboration with colleagues in the International Program Department, as well as in the Policy, Campaigns and Communications Department to grow support for Oxfam Canada’s domestic programming. They will promote program quality and knowledge at Oxfam, by bringing together technical experts at the organization and helping them to align their work focus with Oxfam Strategy.
The Manager will also manage a range of relationships within the Oxfam Confederation, as well as monitoring developments related to Oxfam Canada’s role as a Partner Affiliate, and participating in related Oxfam International processes and spaces.
MAJOR RESPONSIBILITIES: (This is not an exhaustive list of duties to be performed)
Business Development
- Lead the formulation and implementation of Oxfam Canada’s institutional funding strategy, including the setting of priorities and income and diversification targets.
- Monitor donor priorities and institutional funding trends, working in collaboration with the Senior Leadership Team, and Managers, and closely in cross-department collaborations to define and maintain a robust institutional funding pipeline.
- Identify and develop diversified institutional funding opportunities with a range of donors, including Global Affairs Canada and other Government Departments, Canadian foundations, and other institutional donors, with particular emphasis on growing support to Oxfam’s women’s rights organization partners.
- Lead monitoring and evaluation of institutional funding performance through regular reviews and analysis, and the provision of reports to the Senior Leadership Team.
- Coordinate the development of select concept notes and proposals, including carrying out initial opportunity analyses and making bid/no bid recommendations, providing strategic and technical advice to increase competitiveness, and allocating resources and facilitating linkages between key stakeholders.
- Ensure all proposal submissions are properly stewarded, maintaining relationships with funders and partners after submission.
Program Quality and Knowledge
- Provide quality control of all proposal submissions, ensuring optimal cost recoveries, and a high degree of quality of all key proposal components, with particular emphasis on effective integration of women’s rights and feminist approaches, including feminist Monitoring, Evaluation, Accountability and Learning (MEAL).
- Lead the development, implementation and ongoing review of Oxfam Canada’s program development processes and systems, ensuring alignment with Oxfam Confederation’s approaches and standards.
- Convene a regular meeting space of Oxfam Technical Specialists with SLT representation, to ensure the workplans and focus of Specialists are aligned with Oxfam Strategy and have the potential to support organizational influencing and advocacy, grow our reputation in the sector and appeal to the broader public.
- Monitor key departmental indicators and ensure data is collected regularly.
- Provide monitoring and analytical reports to leadership, Board, Oxfam International and other departments according to the established schedule or as required.
- Identify opportunities to leverage Oxfam learning and knowledge in program development opportunities and to define and formalize Oxfam’s innovative approaches.
External Engagement and Representation
- Identify and steward relationships with strategic partners and donors, including GAC, academia, research institutions, the private sector, other funders and partners within the Oxfam Confederation and the wider sector, related to institutional funding, program quality and knowledge.
- Represent Oxfam Canada at designated tables within the Oxfam Confederation, notably the Institutional Funding Group and other relevant business development-related groups.
- Serve as ‘Partner Affiliate Relations Coordinator’, monitoring Oxfam Canada’s role as a Partner Affiliate, and participating in related processes and spaces.
- Represent programs, partners and beneficiaries to funders and donors, directly or via colleagues.
Other Accountabilities
- Set priorities and direct work for staff, and implement a range of HR processes.
- Participate in the International Programs Department Management Team.
- Support the Director, International Programs, as required.
- Ensure cross-departmental collaboration as needed and contribute to strategic initiatives and operational projects as required.
- Ensure the Unit budget is soundly prepared and effectively stewarded.
- Other duties as required.
REQUIRED EXPERIENCE, KNOWLEDGE & COMPETENCIES:
- A university degree, with a relevant post-graduate degree considered an asset, as is formal training in gender equality.
- A minimum of seven years of international development experience, including a proven record of program design and proposal development, building and stewarding relationships with donors and partners, and securing funding.
- Extensive experience leading program design and development, and comprehensive knowledge of donor priorities and requirements, in particular GAC, Canadian Government Departments and Canadian foundations.
- Knowledge of key development issues, including a strong analytical understanding of women’s rights and experience of gender-related work and ability to apply this to program development.
- Experience in budget preparation, and a strong understanding of donor rules and regulations.
- Strong organizational skills, and experience developing institutional processes and systems, utilizing technology to the greatest advantage.
- Experience in representing an organization to multiple stakeholders (government, funders, other agencies, the public, etc.).
- Proven skills in staff supervision and team leadership, balancing direction and support in a collaborative work environment focused on the achievement of results. Ability to work in matrix management.
- Demonstrated commitment to global justice, women’s rights, gender equality and social change;
- Willingness to sign and abide by the Oxfam Code of Conduct.
- Demonstrated commitment to feminism, anti-racism, justice, equity, diversity and inclusion.
- Language skills in Spanish and French are a definite asset.
