The Beyond Oil and Gas Alliance (BOGA) is a first-mover alliance of governments and stakeholders that are working toward a global, managed, and just phase-out of oil and gas production. BOGA was launched at the 26th UN Climate Change Conference (COP 26) in Glasgow as the first government-led alliance committed to phasing out oil and gas production. Its core members have committed to ending new licensing rounds for oil and gas and to a Paris-aligned end date for production.
At COP 27, BOGA announced new members and friends, launched a USD 10 million BOGA Fund to support developing countries in their transitions, and helped rally over 80 governments in support of the phase-out of all fossil fuels. At COP 28, BOGA played a central role in delivering the first global agreement to transition away from fossil fuels.
BOGA’s continued success depends on translating the UAE Consensus into action. This means supporting BOGA members’ ambitions, bringing new members into the Alliance, and ensuring that dependency on oil and gas production—and the barriers it presents for climate action—is elevated within international climate, energy, and economic dialogues. Doing this requires an experienced, ambitious, and diverse BOGA Secretariat team.
The Secretariat is currently comprised of the Head of Secretariat, two policy leads and Secretariat Manager, and a group of external partners and consultancies. We are now hiring a communications lead to help develop and deliver BOGA’s vision. This is a fantastic opportunity to join and shape an exciting Alliance that is setting the international agenda on the phase-out of oil and gas.
We are looking for a highly skilled and ambitious professional with a deep understanding of the political, economic, and social barriers to phasing out oil and gas production and with a track record of driving change in government and/or international organization contexts. We are looking for team players and self-starters who are happy working collaboratively with BOGA Secretariat colleagues, government counterparts, and other stakeholders and have the experience to independently develop areas of the Secretariat’s work. Staff will be fluent in written and spoken English, with proficiency in other languages being highly desirable. They will have strong interpersonal and organizational skills.
Manager/Lead, Strategic Communications
What we need from you:
The Manager/Lead, Strategic Communications will work closely with the Head of Secretariat and the Secretariat team to develop BOGA’s communications strategy; ensure coordination with government counterparts and contacts across the climate and energy communities; and manage specialist news and media, social and digital, and strategic communications partners. The ideal candidate will have experience in delivering high-impact campaigns within a government or international context. They will also understand the nuances and sensitivities of government communications around climate change and the phase-out of fossil fuels.
Candidates should have at least 5–8 years of relevant experience, with strong climate and/or energy expertise and a track record of developing and leading communications within a government or international organization context, including campaigns around the relevant dialogues and political processes. The BOGA Secretariat is currently hosted by the International Institute for Sustainable Development (IISD), an independent non-governmental organization with over 30 years of international experience. IISD is responsible for the recruitment and administrative management of this position.
Start date: The role will start as soon as possible.
Salary: Competitive salaries are offered depending on the candidate’s location and relevant experience.

Employment type: Full-time contracts will initially be given on a 1-year, fixed-term basis, with the expectation of renewal based on funding and other factors.
