SCOPE OF POSITION:
The Program Manager will oversee a portfolio of women’s rights projects as per key strategic priorities identified in the Oxfam Canada Strategic Framework (2021-2015), and will lead a program team comprised of Program Officers and Monitoring and Evaluation Officers. The Program Manager provides strategic leadership to key project processes, ensuring performance, quality and compliance standards are met; manages strategic partnerships, including with Oxfam Country Teams and donors; and leads efforts to increase support to Oxfam Canada’s work and further develops its knowledge and expertise related to women’s rights and feminist programming.
The Program Manager will work in close collaboration with colleagues in the Program Development Unit as well as with a range of other stakeholders in Oxfam Canada’s head office, and across the Oxfam confederation, and will represent Oxfam Canada in a range of spaces, both internally and externally.
Women’s rights expertise and substantial management experience of women’s rights programs as well as strong communication, interpersonal and influencing skills rooted within a global systems approach, will be key success factors for this position.
MAJOR RESPONSIBILITIES: (This is not an exhaustive list of duties to be performed), they will:
Program Management and Quality:
- Oversee major project processes, including project inception, annual planning and reporting, and ensure alignment with program strategy and Oxfam strategic plans;
- Manage the program budget, including leading annual program budgeting processes, monitoring disbursements of project funds and ensuring accurate and timely financial reporting;
- Ensure that Oxfam, donor and regulatory agency standards are adhered to consistently across the program and projects, and support the development of related policies and procedures;
- Ensure performance against a program monitoring and evaluation framework and that related Oxfam standards are consistently met, and provide quality assurance in all reporting;
- Oversee program quality and learning initiatives, with a particular focus on women’s rights and feminist programming, and ensure timely provision of technical support to projects;
- Oversee contractual agreements with donors, Oxfam affiliates and consultants, and ensure that program risks are assessed regularly and appropriate mitigation plans are in place.
Program Development:
- Identify funding opportunities and develop program concepts and funding applications for new women’s rights programs in close collaboration with the Program Development Unit and country teams;
- Ensure that lessons, good practices, and innovative approaches stemming from ongoing projects are captured for program quality improvement and integrated into future program development;
- Establish and maintain relationships with strategic partners, including with funders and with other stakeholders in the Oxfam confederation, and wider sector.
Representation and Influencing:
- Provide leadership and advocate on key issues related to the program, and women’s rights and feminist programming generally, in a range of spaces, and in collaboration with sector partners;
- Represent Oxfam Canada in a range of Oxfam processes and spaces, including country and regional governance groups;
- Liaise with other departments in Oxfam Canada to promote linkages between the program and public fundraising, policy and campaigns and communications initiatives.
Other accountabilities:
- Set priorities and direct work for staff, and implement a range of HR processes;
- Participate in the International Program Management Team;
- Support the Director, International Programs, and provide monitoring and analytical reports to the Management Team and Board, as required;
- Ensures cross-departmental collaboration as needed and contribute to Oxfam Canada-wide strategic initiatives and operational projects as required;
- Ensures the Unit budget is soundly prepared and effectively stewarded.
REQUIRED KNOWLEDGE, EXPERIENCE & COMPETENCIES:
- A University degree in a related field (political science, international development, women's studies) is required. Relevant post-graduate degree and formal training in gender considered an asset.
- A strong understanding of women’s rights is required.
- A minimum of seven (7) years international development experience is required, with at least three (3) years of overseas-based experience in managing large (multi-million) and complex donor-funded women’s rights programs.
- Demonstrated experience with financial management and budget development of multi-million dollar programs is required.
- Demonstrated experience in managing a team of direct report professionals is required, as well as experience in conducting work-planning and performance management through a collaborative working style focused on achievement of results, and championing Oxfam values of inclusiveness, empowerment and accountability.
- Collaborative working style, capable of achieving results through influence and persuasion with multiple stakeholders working within matrix-management accountability structures.
- Excellent skills in team coordination, ability to work with people in multiple geographies in a networked organization.
- Demonstrated ability to develop and maintain strong organizational and administrative processes and systems, utilizing technology to the greatest advantage.
- Strong understanding of and proven commitment to gender equality and women’s rights, and values of social justice, active citizenship, international partnership and solidarity compatible with the mission, goals and strategies of Oxfam Canada.
- Excellent English language communications skills are required, both oral and written. Language skills in Spanish and French would be an asset.
- Willingness to travel internationally.
- Willingness to sign and abide by the Oxfam Code of Conduct.
