Responsibilities

Overall Function

The US Region seeks a highly motivated, analytically rigorous individual for EDF’s subnational policy team. The Manager will be a key member of a team working to increase state-level climate ambition and secure policies that put enforceable limits on greenhouse gas pollution. They will conduct research and analysis across a range of topics, developing and executing high-priority quantitative and qualitative projects to support EDF’s legislative and regulatory campaigns.

The Manager will report to the Director, U.S. Region. They will work with other analysts, natural scientists, economists, lawyers, and policy specialists across EDF as well as with experts in academia, government, and partner organizations.

Key Responsibilities

• Identify key analytical opportunities in support of subnational policy team objectives; develop analytical plans in collaboration with policy team colleagues; manage execution of priority projects with internal staff and outside consultants.
• Develop and execute rigorous economic and technical analysis related to a range of climate, clean air and clean energy issues, including carbon pricing, sector-specific regulatory and legislative policies, and greenhouse gas emission inventories and projections.
• Develop and deploy analytical tools designed to educate external stakeholders (e.g., federal and state environmental regulators) and inform internal thinking on policy design.
• Work collaboratively with external experts, consultants, and stakeholders on research and analytical needs.
• Help inform climate policy objectives and advocacy positions through research, including by utilizing both qualitative and quantitative analysis.
• Participate in advancing EDF diversity, equity, and inclusion goals so that people from all backgrounds and experiences feel connected, included, and empowered to address environmental and organizational challenges in alignment with EDF values.
• Write and prepare white papers, technical reports, testimony, policy briefs, and communications materials aimed at external audiences; assist in analyzing and drafting legislation to support program goals.
• Provide rapid response review and evaluation of externally produced policy-relevant analyses.
• Educate and advocate on policy issues to internal and external audiences via  clear and compelling oral presentations of analysis and research findings.
• Collaborate with business, political and community stakeholders, as needed, to achieve real-world results.
• As needed, represent EDF in external settings (e.g. meetings with policy makers, Congressional staff, other environmental organizations, research institutions, or businesses).

Qualifications

• Undergraduate degree in environmental science, economics, public policy or related fields. At least six years of related experience or an advanced degree with 4 or more years related experience.
• Demonstrated interest in environmental policy and environmental equity.
• Results-oriented, self-starter with the ability to think strategically and carry out responsibilities in a timely and effective manner. Must be able to work guided by broad policies and independently determine work approaches and courses of action.
• Solid personal organization and attention to detail; ability to manage multiple projects, tasks, priorities, and tight deadlines concurrently.
• Ability to scope projects and manage to completion, independently as well as in collaboration with a multi-disciplinary team and external consultants.
• Ability to produce professional-level reports and outreach materials to promote work goals.
• Demonstrated ability to effectively synthesize and communicate basic technical and policy findings in a clear and concise manner to colleagues internally and to external non-technical audiences (written and oral communication skills); Strong quantitative and analytic skills and an ability to work with large amounts of data.
• Demonstrates self-awareness, cultural competency and inclusivity, and ability to work with colleagues and stakeholders across diverse cultures and backgrounds.
• Demonstrated ability to communicate effectively verbally and in writing to different audiences.
• Ability to work with and work in close collaboration with advocates, community-based organizations, environmental and environmental justice groups, and civic groups.

USD $82,000.00/Yr.

Maximum Salary

USD $88,000.00/Yr.
