ABOUT PROPIEDADES ADELANTE
Propiedades Adelante will be a MEDA-affiliated property management entity that will provide quality property management of MEDA’s properties to ensure residents have affordable and secure housing. The entity will start by managing MEDA’s small site preservation properties and grow to eventually manage MEDA’s tax credit production properties in the pipeline and portfolio.

As the Compliance Manager, you will play a vital role in upholding our commitment to safeguarding housing in the dynamic urban landscape of San Francisco. Focusing on a portfolio of 36 small sites scattered throughout the Mission District and San Francisco, this position is of significant importance in the direct supervision of the Property Management Staff.

Activities and tasks range from leasing to regular monitoring, and compliance. The Leasing & Compliance Manager is responsible for the monitoring and compliance of MEDA’s Small Sites Program. They will work closely with the Director to identify and implement long-term strategies to ensure that property management complies with applicable rules and regulations, agreements, and operating procedures to meet organizational objectives for asset building, sustainability, community, and economic development.
DUTIES & RESPONSIBILITIES
- Under the direct supervision of the Director, the Leasing & Compliance Manager is responsible for the leasing and compliance monitoring of the Small Sites Portfolio (SSP) as it relates to compliance and regulatory obligations.
- Develop standard operating procedures as needed; leasing, compliance policies, and procedures to ensure compliance with program guidelines and local, Federal/State regulatory agreements.
- Represent the organization before MOHCD, stakeholders, and industry partners.
- Responsible for establishing relationships with local Housing Authority staff, this involves attending industry and partner meetings as part of relationship-building efforts. Be the point of contact for subsidy referrals and Section 8 program.
- Research partnership agreements, financing documents, and other sources to determine ownership objectives.
- Serve as the primary point of contact for inquiries from regulatory agencies and lenders regarding contract management and rent increases.
- Prepare annual reports and annual local-mandated filings.
- Assist in risk assessments with internal stakeholders and the creation of compliance tracking and monitoring for prioritized risks as they are identified.
- Participate in internal/external audits to confirm compliance with program requirements including rent limits, income limits, other eligibility, and lease requirements.
- Independently review and approve move-in files to ensure applicants meet income and program eligibility criteria.
- Maintain a schedule of initial and annual income certifications. Ensure the income certifications are completed according to the timeline.
- Maintain accurate tenant files and computer records in accordance with TCAC guidelines.
- Responsible for optimizing contract renewal and rent increase options and presenting them to Management for review and recommendation.
- Ensure that property managers follow up on any outstanding, past-due annual tenant income certifications before the effective date of contract rent increases.
- Ability to utilize strong project management skills to lead projects to successful, timely completion.
- Enter and maintain property data and rent increase schedule in Yardi.
- Track leasing, compliance monitoring issues, and metrics.
- Comply with 504/ADA regulations. Oversee Reasonable Accommodation Requests.
- Oversee leasing staff and all aspects of the leasing process; monitor marketing and leasing of available units in accordance with the tenant screening process, an approved marketing plan, resident selection criteria, MOHCD SSP guidelines, and federal, state, local, and regulatory requirements.
- Monitor waitlist in the DAHLIA Housing Portal System according to the SSP program guidelines.
- Support all property management needs related to leasing and compliance. Train property management staff.
- Adhere to Fair Housing, Equal Employment, and Equal Housing Opportunity requirements.
- Stay current on relevant compliance and regulatory requirements impacting the organization's business operations.
- Perform other assignments and duties as assigned.
YOUR KEYS TO SUCCESS
To perform successfully in this role, you will need to leverage these key qualifications
- Bachelor’s degree in Business Management or related field, or equivalent combination of education, training, and experience.
- 3-5 years experience in affordable housing, regulatory compliance, financial analysis/reporting, residential and commercial leasing, and/or property management.
- Demonstrated industry knowledge of regulatory requirements related to affordable housing, income limits, and rent calculations.
- A strong working knowledge of HUD 4350.3, Fair Housing laws, the Tax Credit Program, RAD, Section 8 Program, MOHCD SSP Guidelines, and SF Landlord/Tenant laws.
- Certified Tax Credit Specialist (TCS) or Certified Occupancy Specialist (COS) preferred; or willing and able to obtain certifications within 90 days of employment.
- Experience with Yardi and DAHLIA Housing Portal System required.
- Strong proficiency in MS Office Word, Excel, Google Docs, Google+, Google Drive, and Dropbox required.
- Ability to work within project teams and interface effectively with property management and other staff.
- Proven ability to develop and maintain cooperative relationships with individuals from diverse backgrounds, public sector staff and officials, representatives of other nonprofit organizations, and people from low-income households.
- Ability to think critically and analytically.
- Ability to communicate both verbally and in writing in an effective and respectful manner.
- Strong organizational skills and attention to detail.
- High degree of independence, initiative, responsibility, and accountability as well as capability in a team environment.
- Flexibility to handle ambiguity, anticipate needs, and risks, and adaptability to shifting requirements impacting your role in a growing company.
- Commitment to providing long-term affordable housing and to the concept of organizing low-income people to stabilize communities and create social change.
- Must be able to travel to community or resident locations throughout the city of San Francisco.
- Willingness and ability to attend occasional evening and weekend meetings
- Bilingual in English and Spanish preferred.
