Baseline Study Consultant - Kōtui Programme

Kōtui is a five-year (2021–2026), NZ$12.4m programme dedicated to empowering women and marginalized communities to enhance their resilience, well-being, and agency in the face of climate breakdown and disasters. As part of our efforts, we are currently seeking a skilled and experienced Baseline Study Consultant to join our Kōtui Programme team.
Job Summary:
The Baseline Study Consultant will play a critical role in delivering comprehensive and reliable "current state" data on key change domains for the Kōtui programme and its constituent projects. This data will provide improved understanding of the current situation for women and communities, governance institutions, and civil society organizations. The consultant's findings will enable our staff, partners, and the Ministry of Foreign Affairs and Trade (MFAT) to assess project progress, inform program management and delivery, and facilitate outcomes-focused reporting.
Responsibilities:
- Review the Baseline Plan and propose changes, as necessary
- Plan, design, and coordinate the collection of qualitative baseline data in Timor-Leste, Papua New Guinea (PNG), and Solomon Islands.
- Analyze qualitative data for Timor-Leste, PNG, and Solomon Islands, and provide input into quantitative data analysis, as required.
- Collaborate with the Kōtui team to plan and design the collection of quantitative and qualitative baseline data in Tuvalu.
- Draft and finalize program baseline reports and project-level annexes.
- Assess Monitoring, Evaluation, Research, and Learning (MERL) capability within project teams and long-term partners and provide recommendations for improvement.
- Recommend modifications to indicators and data collection methods based on the study findings.
Knowledge, skills and experience:
- Degree or other qualification in evaluation and/or international development
- Solid project and programme evaluation experience in the international development sector, including baseline studies
- Solid experience designing and implementing qualitative data collection tools
- Excellent analytical skills and experience with qualitative and quantitative data analysis
- First-hand knowledge of and work experience in the cultures and political contexts of Pacific Island countries
- Strong cross-cultural communication and relationship management skills
- Solid understanding of and commitment to gender equity and social inclusion
- Excellent English written and verbal communication skills, including strong report writing skills
- Demonstrated ability to work in a participatory, empowering, culturally sensitive and gender-responsive manner
- Commitment to understand and adhere to Oxfam standards and policies related to Child Protection, Disability Inclusion, Gender Standards, Prevention of Sexual Harassment, Exploitation and Abuse, and research ethics and policies, and willingness to sign and adhere to Oxfam’s Non-Staff Code of Conduct
Desirable:
- Experience of working with INGOs
- Experience of donor engagement, preferably MFAT
- Demonstrated capacity strengthening skills
- Command of a Pacific language and/or Tetun advantageous
