The International Climate Councils Network (ICCN) works globally to facilitate cooperation, engagement and learning among members and promote the special role of climate councils in climate action. The ICCN network manager role sits in the secretariat function hosted by E3G and and would likely be based in London’s E3G office, but other E3G European offices (Brussels, Berlin) can be considered.

Background

Launched at COP26 in 2021, the mission of the International Climate Councils’ Network (ICCN) is to facilitate collaboration and mutual support between climate councils from around the world. Members of the ICCN are all national-level advisory councils with a mandate to provide expert, evidence-led advice to and or monitoring of government action on climate mitigation and/or adaptation. Different councils fulfil different roles depending on their particular circumstances. A list of current members can be found: Members – International Climate Councils Network (ICCN)

The network is now working in partnership with climate change think tank E3G who have hosted the new secretariat since April 2024. E3G is an independent climate change think tank with a global outlook. E3G is recognised as one of the top ten most influential environmental think tanks in the world by the University of Pennsylvania’s Global Go-To Think Tank Index. Our goal is to translate climate politics, economics and policies into action. www.e3g.org

Key Responsibilities

The ICCN Network Manager is an exciting, dynamic and external-facing role, with lots of opportunity to shape how things are done.  There would also be the opportunity to travel to key events globally. The Network Manager would work closely with the Head of the ICCN Secretariat – along with the E3G Communications function and other teams - to make the network a success, with objectives across the following areas:

Network events & coordination

  • Develop strategy for ICCN to grow the network and amplify members’ voices through international diplomatic events e.g. G7, G20, UNGA and COP.

  • Deliver ICCN’s programme of network events, leading on logistics for high-profile events at annual COPs.

  • Support the monthly Steering Committee meetings, semi-annual plenaries and working groups of the ICCN with virtual and in-person meetings.

Thought leadership, capacity building & network knowledge sharing

  • Lead on high-quality publications for the ICCN - as well as network knowledge sharing products - using your own initiative and the expertise of the network to create reports, joint letters and other high-impact products.

  • Lead on the ICCN’s communications including ownership of the website content, social media and newsletter channels.

  • Support the design of an effective capacity building programme that responds to the technical needs of members.  This could include secondment programmes, consultancy support, webinars and coaching schemes.

Programme management and administration

  • Work with the Head of Secretariat on key administrative tasks (finance, action logs, knowledge management, contract management).  As the ICCN grows, we would recruit a support staff to help with these responsibilities.

  • Lead on progress reporting to the ICCN steering committee and contribute to funder reporting against agreed KPIs.

  • Support on effective governance that ensures the programme is delivered on time and on budget, and risks managed effectively.

Network development and partnerships

  • Support ICCN’s build partnerships with institutional, academic and civil society actors sharing similar goals

  • Develop an engagement strategy with potential new country members, including workshops and briefings on key topics of interest for government ministries and new councils.

  • Support fundraising for ICCN, both the strategy and preparation of specific business cases for new funders, to enable the secretariat to grow.

You are ready to bring your skillset to facilitate, coordinate and support a vibrant and growing network to empower connection, learning and the emergence of best practice in the network. You can work with a wide range of stakeholders at all levels and operate in an international setting working with a network of members with a common purpose to promote and share best practice in evidence-led climate governance and policymaking while recognising the diversity of councils. You will bring a professional approach to supporting the set-up and functioning of a professional secretariat.

Experience and Skills

Below is a list of the ideal experience and skills.  However, we are not expecting candidates to meet all requirements fully, so please do apply if you meet most of the requirements. We have listed them broadly in order of priority:

  • Strong experience (4-5 years +) in network and stakeholder coordination, events management, engagement and senior relationship management.

  • Programme, research or policy experience in any of the following areas would be very beneficial (ideally with a master’s or other academic qualification):  climate governance, climate change policy, sustainability, technical assistance/capacity building programmes, monitoring and evaluation of climate policies/programmes, along with experience of climate-related communications and stakeholder engagement

  • Excellent communication skills, both written and oral, as well as the ability to use a range of online comms tools (ideally experience in Wordpress and Canva for creating website content, LinkedIn, PowerPoint, Campaign Monitor for html newsletters, but training will be provided)

  • Project management, administrative or operational experience gained in a relevant programme or secretariat setting (ideally with some form of PPM qualification like AGILE/PRINCE2/APMP or contract management).

  • Geographic and international experience: The ICCN is an international network with a global outlook. The ICCN currently has members in ~20 countries and regions including: Australia, Canada, Chile, Costa Rica, Denmark, EU, Finland, France, Germany, Greece, Guatemala, Iceland, Ireland, Republic of Korea, Mexico, Nigeria, New Zealand, Philippines, South Africa, Sweden, United Kingdom.

  • A high level of competence to speak, read and write in one or more additional languages other than English.  Spanish and/or French would be particularly beneficial.

The indicative salary range in Berlin for this position is €54,400 – €59,400 per annum FTE, dependent on experience, qualification and location of the chosen candidate. The salary range in Brussels is €3,810 - €4,169 on a monthly basis. In London the salary range is £49,300 - £54,000.

  • Yearly process for remuneration review.

This role would likely be located in E3G’s London office – where the Head of Secretariat is based – but other E3G locations in European offices (Brussels/Berlin) can be considered.

E3G is unable to provide any relocation assistance to candidates who would need to move in order to take up this position. E3G will require candidates to demonstrate that they have the right to live and work in the jurisdiction in which E3G employs them.
