ROLE
Reporting to the Regional Director Latin America, The Caribbean, and Asia Pacific (LAC-AP), the Impact and Knowledge Management (IKM) Lead is responsible for providing effective IKM, research and learning support to MEDA interventions in LAC and Asia Pacific regions, including providing direct support to the OCIDA project in Honduras. The IKM Lead ensures the overall success and effective support to MEDA projects on all issues related to annual, midterm and Impact Assessments, Measurement, Monitoring, Evaluation, research learning and KM system. The IKM Lead will work closely with the other MEDA team members. The IKM Lead will lead in planning and implementing leading edge support services with a focus on the introduction of innovative IKM approaches and the utilization of an appropriate mix of methodologies and providing excellent client service. The position will also contribute to MEDA’s thought leadership in impact measurement. This role will support local and regional (Latin America and Asia Pacific) projects. Traveling across the region is required.

KEY FUNCTIONS
Project Support Monitoring, learning and Evaluation (40%)
- Provide technical expertise in IKM to program design, annual work plans, IKM plans, annual budgets, other critical project documents
- Provide technical expertise in IKM plans development with partners and external stakeholders
- Support projects in the development and implementation of Result-based Management Approaches, including development and review of Project’s Logical Framework, Performance Measurement Framework, Strategic Learning Agendas, and other, aligned to donor and MEDA requirements
- Ensure execution of the specific IKM technical component in contract deliverables as per project Contribution Agreements
- Lead design of monitoring process (field visits, baseline, annual monitoring) to verify project activities, and lead implementation when applicable, in coordination with local IKM staff and partners.
- Ensure data collection process and recommend the best tool for data collection, data processing and data analytics.
- Lead special studies, midterm and impact evaluations from the terms or reference development, developing and providing key project information, lead or support the studies / evaluations development, and provide feedback to reports
- Develop new and enhanced IKM services as needed and ensure project staff have adequate knowledge of IKM approaches
- Define and analyze digital tools for data collection content ensuring all indicators are collected to meet requirements of Donor´s reporting
- Identify and develop strategic or emerging IKM issues that increase MEDA’s capacity to serve the needs of targeted populations while responding more effectively to donor and contractor requirements
- Provide technical guidance to IKM in country specialists in multiple geographic areas
- Ensure that IKM practices and reporting are following donor and MEDA guidelines
Corporate Support (50%)
- Lead the development and implementation of multi-project, multi-country impact measurement frameworks
- Database analysis for activities reported by MEDA and partners
- Data Analytic using automated data gathering tools and softwares
- Demonstrated experience of aggregating data extracted from multiple sources and interventions
- Fostering standardized knowledge management/information management systems and processes across multiple interventions
- Knowledge about digital tools for data collection developments
- Integration information technology (e.g., Power Dynamics, Power BI, survey platforms) into data collection, analysis and reporting
- Define strategies and methodologies to ensure the transparency and accuracy of activities conducted and reported by MEDA and partners, and services received by Project’s beneficiaries / participants
- Identify and develop strategic and emerging IKM issues that increase MEDA’s capacity to serve the needs of targeted populations while responding more effectively to donor and contractor requirements.
- Participate and contribute to corporate meetings (e.g., IKM CoP) to promote adoption of IKM practices.
- Advanced data analysis and reporting experience
Learning and Knowledge Management (10%)
- Maintain IKM SharePoint site to ensure it is reviewed and updated on regular basis.
- Support the design of learning agenda across the region, and for every project, defining methodologies, processes, and tools required for data collection and processing
- Coordinate with Marketing and Communication and/or IKM HQ on providing client stories, impact information and dissemination and website development.
- Provide technical leadership through various activities such as publications, and industry contributions related to IKM.
- Conduct meta-analysis of project data in specific value chain or geographic region(s).
- Lead or co-lead evaluation and learning studies to identify lessons learned across project activities
- Build or strengthen partnership with relevant IKM forums in the country/region.
- Ability to foster partnerships with relevant IKM forums and entities

EXPERIENCE, SKILLS AND COMPETENCIES
- Bachelor’s degree in Administration, Economics, Computer Science, and others. Master degree is preferable in Project Management, TICs, and others.
- Masters-level university degree in international development, statistics, economic development, gender studies or related field or an equivalency acquired through formal education, work experience and self-learning.
- Experience: Minimum five years’ experience in economic development with demonstrated experience in IKM practices.
- Demonstrated experience of developing and implementing multi-project, multi-country impact measurement frameworks
- Demonstrated experience of using automated data gathering tools and softwares
- Demonstrated experience of aggregating data extracted from multiple sources and interventions
- Ability to provide technical guidance to IKM specialists in multiple geographic areas
- Demonstrated experience of fostering standardized knowledge management/information management systems and processes across multiple interventions
- Advanced data analysis and reporting experience
- Ability to foster partnerships with relevant IKM forums and entities
- Language: Proficiency in Spanish and English language is required

- Demonstrated experience of using online survey platforms for data gathering
- Certification or deep experience in PowerBI or other data analysis or visualization tool is highly desirable
- Excellent qualitative and quantitative data analysis skills
- Demonstrated aptitude at integrating information technology and automated data collection systems into programming.
- Written and verbal presentation as well as interpersonal communication skills.
- Demonstrated ability to work effectively in a fluid and dynamic environment and to adapt to new challenges.
- Efficiency in organizing and prioritizing several tasks at once. Strong attention to detail and quality.
