Counterpart is recruiting for a Senior Monitoring Evaluation and Learning Officer for the Inclusive Development and Equitable Assistance (IDEA) Leader with Associates (LWA), Notice of Funding Opportunity (NOFO) Number: 7200AA23RFA00013.
IDEA is a five-year $49.5--99.9M global mechanism that will advance rights, protections and increase engagement of marginalized, under-represented populations and/or people in vulnerable situations (MUGVPs), including but not limited to women and girls, youth, children in adversity and their families, older persons, persons with disabilities, LGBTQI+ people, displaced persons, migrants, Indigenous Peoples and communities, non-dominant religious groups, non-dominant racial and ethnic groups, people in lower castes, and persons with unmet mental health needs and victims of torture, and other actors championing racial and ethnic equity. IDEA will support their development needs through grants, capacity building, and rapid response support. The Senior Officer will be responsible for developing and implementing robust Monitoring, Evaluation, and Learning (MEL) frameworks and learning agendas to measure impact and inform the implementation of IDEA, for the Leader and Associate Awards. This position is contingent upon award.
Key Responsibilities
Lead development of robust Monitoring, Evaluation, and Learning (MEL) frameworks, grounded in “do no harm” principles.
Lead development of a cohesive knowledge management system that is integrated with Counterpart’s Monitoring, Evaluation and Learning (MEL) system to capture key information in an efficient and timely manner.
Design and facilitate the development of a learning agenda through participatory processes that engage local partners.
Innovate and test new data collection tools that align with localization principles, and enable local partners to directly inform Collaboration Learning and Adaptation practices.
Design adaptive management tools and protocols that allow flexible implementation to respond to MUGVPs’ emergent needs relevant for rapid response mechanisms.
Drive the analysis of program implementation data, identifying trends, promising practices, and challenges in supporting the capacity development of MUGVPs, along with opportunities and barriers to increasing engagement of MUGVPs.
Support the design of associate awards through a process that leverages key learning from SIDE.
Support activity planning and management (i.e., development of flexible work plans and integration of CLA throughout the program cycle).
Qualifications:
Master’s degree in social sciences, community development, inclusive development, international development, or other related fields -- or equivalent combination of education and work experience in a relevant area.
Five (5) years of minimum experience working on monitoring, evaluation and learning for donor funded projects.
Demonstrated ability to interact and communicate with wide range of stakeholders both verbally and in writing.
Experience leading and integrating CLA approaches in program implementation that are participatory, especially in complex operating environments.
Demonstrated commitment to inclusive development, through substantial experience working with and fostering meaningful engagement of local partners and traditionally marginalized groups including and not limited to:
Children in adversity, their families, and youth
Indigenous Peoples
Persons with disabilities
Lesbian, Gay, Bisexual, Transgender, Queer and Intersex (LGBTQI+) persons
Victims of torture and those with unmet mental health needs
Physical rehabilitation, and assistive health technologies
Populations affected by cross-cutting inclusion and equity efforts, inclusive of racial and ethnic equity
Proficiency in cross-cultural communication and engagement with diverse teams.
Strong analytical, and problem-solving skills,
English proficiency is required, and a second language is preferred. Strong oral and written communication skills.
Ability to travel internationally periodically.
Eligibility to work in the US required.
