Counterpart is recruiting for a Chief of Party (COP) for the Inclusive Development and Equitable Assistance (IDEA) Leader with Associates (LWA), Notice of Funding Opportunity (NOFO) Number: 7200AA23RFA00013.
IDEA is a five-year $49.5--99.9M global mechanism that will advance rights, protections and increase engagement of marginalized, under-represented populations and/or people in vulnerable situations (MUGVPs), including but not limited to women and girls, youth, children in adversity and their families, older persons, persons with disabilities, LGBTQI+ people, displaced persons, migrants, Indigenous Peoples and communities, non-dominant religious groups, non-dominant racial and ethnic groups, people in lower castes, and persons with unmet mental health needs and victims of torture, and other actors championing racial and ethnic equity. IDEA will support their development needs through grants, capacity building, and rapid response support. The COP will be responsible for the successful performance of the activity. They will lead the overall technical direction and management of IDEA activities, ensuring high quality programming that achieves durable results. They will serve as the primary representative for Counterpart International for IDEA, leading stakeholder engagement, including USAID/Bureau for Development, Democracy, and Innovation (DDI)/Inclusive Development (ID) Hub staff, USAID Units and Mission staff, government officials, private sector partners, civil society organizations, and other program stakeholders. This position is contingent upon award.
Key Responsibilities
Oversee the development of a technical approach that provides capacity strengthening, grants, and rapid response assistance that is innovative, evidence-based, and responsive to local partners.
Ensure that targets and results are achieved with sustainability in mind.
Manage IDEA LWA staff, demonstrating a commitment to transformational leadership, and supporting the enabling conditions for effective CLA.
Ensure a cohesive one-team approach across both Leader and Associate awards.
Lead by example, applying a culturally sensitive approach to fostering trust-based partnerships with local partners.
Serve as the award’s primary liaison with USAID, partners, governments, and other key stakeholders. Represent IDEA at conferences, working groups, and meetings to support USAID and Counterpart’s thought leadership in supporting MUGPVs.
Oversee activity planning and management (i.e., development of flexible work plans, operating budget, and application of CLA throughout the program cycle), and ensure budget meets expected results, ensuring cost-effective use of donor and Counterpart resources.
Ensure that all project reporting requirements are met to the highest standards and relevant to donor policy priorities.
Qualifications:
Master’s degree in social sciences, community development, inclusive development, international development, or other related fields.
Minimum of five (5) years of related work experience in managing donor-supported programming in social sciences, community development, international development, inclusive development, or related fields. Demonstrated experience working with marginalized groups.
Demonstrated experience applying collaborative management approaches.
Demonstrated commitment to inclusive development, through substantial experience working with and fostering meaningful engagement of local partners and traditionally marginalized groups including and not limited to:
Children in adversity, their families, and youth
Indigenous Peoples
Persons with disabilities
Lesbian, Gay, Bisexual, Transgender, Queer and Intersex (LGBTQI+) persons
Victims of torture and those with unmet mental health needs
Physical rehabilitation, and assistive health technologies
Populations affected by cross-cutting inclusion and equity efforts, inclusive of racial and ethnic equity
Demonstrated record of achieving results through developing and leading sustainable efforts involving local and regional organizations and actors; participatory co-designing of innovative programmatic approaches to solve complex development problems; applied and iterative technical learning; and mainstreaming of diversity and inclusion considerations into technical and operational project management.
Experience supporting USAIDs Inclusive Development Hub portfolios and relevant policies.
Proficiency in cross-cultural communication and engagement with diverse teams.
Strong analytical, and problem-solving skills,
English proficiency is required, and a second language is preferred. Strong oral and written communication skills.
Ability to travel internationally periodically.
Eligibility to work in the US required.
