The ICCN Secretariat Policy Advisor, Network Coordination (Part Time) is part of the new International Climate Councils Network secretariat working internationally to facilitate cooperation, engagement and learning among members of the ICCN and promote the special role of climate councils in climate action.

Background

Launched in 2021, the mission of the International Climate Councils’ Network (ICCN) is to facilitate collaboration and mutual support between climate councils from around the world. With more than 20 members from South Africa to Canada, Guatemala to Denmark, the ICCN was set up to promote and share best practice in evidence-led climate governance and policymaking, while recognising the range of roles and circumstances that Councils may occupy. The ICCN also aims to support the development of new climate councils as expert, evidence-led organisations to guide and oversee delivery of climate change mitigation and adaptation www.climatecouncilsnetwork.org.

Members of the ICCN are all national-level advisory councils with a mandate to provide expert, evidence-led advice to and or monitoring of government action on climate mitigation and/or adaptation. Different councils fulfil different roles depending on their particular circumstances. A list of current members can be found: Members – International Climate Councils Network (ICCN).

The network is now working in partnership with climate change think tank E3G to set up a new secretariat. E3G is an independent climate change think tank with a global outlook. E3G is recognised as one of the top ten most influential environmental think tanks in the world by the University of Pennsylvania’s Global Go To Think Tank Index. Our goal is to translate climate politics, economics and policies into action www.e3g.org.

Key Responsibilities

The ICCN Secretariat Policy Advisor – Network Coordination is responsible to the following principal tasks to achieve the purpose of the job. This is a part time role, 0.4 FTE or equivalent to 2 days per week and responsibilities will be adapted accordingly.

Network coordination and support

  • Deliver, working with the Secretariat manager and members, ICCN’s programme of network support and member coordination
  • Support and enable members to participate in the network and connect members to opportunities to support the ICCN
  • Set up and support working groups (eg regional, thematic) and task groups (eg specific initiatives or activities) with ICCN members
  • Support the plenary of the ICCN with virtual and in-person meetings
  • Working with the Secretariat Manager and ICCN members, develop and deliver public facing events eg annual COP meeting
  • Work with working and task groups on programming and priority initiatives

Programme & policy and communications

  • Support ICCN members, working groups and Secretariat Manager with research and input to develop reports, toolkits and briefing materials for the network, events and for the ICCN website
  • Maintain and develop ICCN’s website content in support of members learning and practice, network development and promoting the relevance and value of climate councils
  • Share news and developments relevant to climate councils.

Secretariat and network administration and support

  • Working with the Secretariat Manager to support functioning of the ICCN secretariat and the network
  • Report progress and developments on network coordination and engagement to the ICCN steering committee and contribute to funder reporting

Network development

  • Working with ICCN members and Secretariat Manager, support ICCN’s ongoing network development with aim to build synergies with institutional, academic and civil society actors sharing similar goals
  • Support network contact management and respond to enquiries and requests to join the network

Person Description

You will be a well organised and collaborative individual with a genuine commitment to supporting international climate action and cooperation. You will be ready to bring your skill set to facilitate, coordinate and support a vibrant and growing network to empower connection, learning and the emergence of best practice in the network. You will be able to work with a wide range of stakeholders at all levels and operate in an international setting working with a network of members with a common purpose to promote and share best practice in evidence-led climate governance and policymaking while recognising the diversity of councils. You will bring a professional approach to supporting the set up and functioning of a professional secretariat.

Experience and Skills

The successful candidate will bring:

  • Programme delivery experience. Network and stakeholder coordination, engagement and communication and relationship management

  • Project management, administrative or operational experience gained in a relevant programme or secretariat setting

  • Policy and government particularly in the fields of independent advisory bodies, climate governance and delivery of government programmes and climate action. Thematic experience: familiarity with climate change policy, climate change governance, sustainability, independent advisory bodies, government delivery, networks, learning, technical assistance and capacity building

  • Geographic and international experience: The ICCN is an international network with a global outlook. The ICCN currently has members in ~20 countries and regions including: Australia, Canada, Chile, Costa Rica, Denmark, EU, Finland, France, Germany, Greece, Guatemala, Iceland, Ireland, Republic of Korea, Mexico, Nigeria, New Zealand, Philippines, South Africa, Sweden, United Kingdom

  • Language: English (essential), Spanish (desirable), French (desirable)

  • Excellent communication skills

This role is located in London, UK. E3G operates a hybrid working approach. E3G will require candidates to demonstrate that they have the right to live and work in the jurisdiction in which E3G employs them. E3G is unable to provide relocation assistance or visa support.

A remuneration package competitive with the non-profit sector will be offered. The indicative salary range for this role is up to £42,500 per annum, pro-rated to part time 2 days depending on skills and experience. Benefits include: 25 days leave plus additional leave between Christmas and New Year’s Day, generous pension contribution, cycling scheme and travel and hospitalisation insurance.
