Job Summary**:**

The Human Resources Manager is responsible for establishing and implementing Human Resources policies and strategies for Chihuahua so as to ensure that business objectives are achieved. Generalist HR services including recruitment of personnel, performance appraisal/ management, training & development of staff, recommendations regarding remuneration and benefits, managing any grievances or employee concerns, as well as change management.

The incumbent is responsible for increasing the capability of local Managers and Supervisors to deal with employment matters through coaching and driving accountability.

Essential Duties/Principal Responsibilities:

  • In consultation with the Director, Human Resources – LAR, the incumbent prepares, implements and monitors the company’s personnel policies, practices and procedures
  • Works closely with local managers in relation to the process of recruiting suitably qualified personnel to meet requirements of operating and functional areas.
  • Provides advice/support to managers across the business on Employee Relations matters such as dispute handling, counseling and disciplinary issues, industrial relations matters and facilitates as a mediator in serious cases relating to grievances or disputes to ensure a mutually agreed and cost-effective outcome.
  • Supervises the salary administration plan, conducts salary benchmarking exercises to ensure familiarity with ‘market rates’ and coordinates the annual salary review process. Also, reviews the company’s benefits program on a regular basis, to ensure that Xylem offers a suite of benefits that are market competitive.
  • Responsible for Training and the development of training programs. This includes coordination of orientation programs for new employees.
  • Coordinates the company’s performance appraisal program.
  • Works closely with line managers as required, helping to facilitate change management, optimize use of resources and implement cost effective organizational structures
  • Conducts monthly reporting including headcount, manpower forecasting and management of the temp labor budget.

Key Relationships:

  • External: Regulatory bodies, as well as Professional Associations, Recruitment Agencies, Training companies, Migration Agents and other Professional Organizations
  • Internal: All staff and Managers, Senior Managers and the Executives within Xylem Chihuahua.

Qualifications: Education, Experience, Skills, Abilities, License/Certification:

Required Qualifications:

  • Bachelor's Degree or equivalent skills in Human Resources, Business or related field.
  • +10 years’ experience in the field of generalist Human Resources is required.
  • At least 3 years’ experience in an HR Manager capacity
  • Fluent in English.
  • Demonstrated knowledge of principles and practices of human resources management, state and federal labor laws and regulations
  • Ability to act independently and quickly solve problems with a strong customer oriented focus
  • Embraces change and demonstrates ability to operate as an agent of change
  • Proficient in Microsoft Office
  • Strong Business Acumen
  • Excellent interpersonal, communication (written & verbal), and customer service skills
