Background and Core Tasks:
CQC is expanding operations and is looking for a Human Resources Manager. Under the guidance and supervision of the Head of People and Culture the HR Manager position is responsible for aligning business objectives with employees and management of teams in South-East Asia. The position formulates partnerships across the HR function to deliver value-added service to management and staff that reflects the business objectives of the organization.
Objectives:
- Assist in developing and executing personnel procedures and policies, providing guidance and interpretation for business operations.
- Participate in development of HR objectives and systems, including metrics, queries, and standard reports for ongoing company requirements.
- Assist in administering benefits, compensation, and employee performance programs.
- Ensure legal compliance of HR regulations and applicable employment laws, and update policies and/or procedures as required.
Responsibilities:
Onboarding & Offboarding
- Manage the onboarding process for new employees.
- Draft contract terms for new hires, promotions and transfers.
- Conduct orientation for new hires.
- Support the transition of team members during exits.
Performance Management & Employee Relations
- Use performance management tools to provide guidance and feedback to team.
- Support ongoing performance management for our teams.
- Implement training and professional development programs.
- Help managers work through any performance related issues with team members.
- Manage employee relations issues that arise.
- Support team members as their go-to resource for navigating all things HR and facilitating resources needed to ensure team members have the tools needed to be successful.
- Provide guidance and input on business unit restructures, workforce planning and succession planning.
- Identify training needs for business units and individual coaching needs.
- Participate in evaluation and monitoring of training programs to ensure success. Follow up to ensure training objectives are met.

Compliance & Employee Relations
- Ensure all company HR policies are applied consistently.
- Manage compliance training.
- Provide guidance to managers and employees on policies and regulations.
- Under the guidance of the Head of People and Culture provide guidance on complex employee relations issues. Conduct effective, thorough and objective investigations.
- Maintain in-depth knowledge of legal requirements related to day-to-day management of staff, reducing legal risks and ensuring regulatory compliance.
- Partner with the legal department as needed/required.
- Work closely with management and staff to improve work relationships, build morale, and increase productivity and retention.
Location: Singapore
Supervision: The appointee will report to the Head of People and Culture based out of Washington DC, USA.
Qualifications or specialized knowledge/experience required:
- Minimum of 8 years of experience managing HR operations.
- Working knowledge of multiple human resource disciplines, including compensation practices, employee relations, recruiting, performance management, and country employment laws.
- Bachelor’s degree (or equivalent) in Human Resources required, master’s degree is a plus.
- Experience working in global organizations required.
- Experience in climate change mitigation, renewable energy, environment, or with sustainable development organization preferred.
