ABOUT US
Nonviolent Peaceforce (NP) is a dynamic, international non-governmental organization. We work to reduce violence and protect civilians in countries affected by violent conflict and its aftermath through implementing unarmed civilian protection programming. NP implements programming by deploying civilian protection teams to the field and is continuing to scale up to meet the growing needs of the communities we serve. Programming is founded on unarmed civilian protection and is thematically focused on protection in displacement, child protection, gender-based violence protection, inter-communal violence reduction, social cohesion and civic engagement.
NP is looking for an HR consultant with specialized knowledge in Human Resources, including best practices, legal requirements and industry standards, to review our HR policies/procedures and ensure they align with these standards to mitigate potential legal risks and compliance issues. Your objective perspective will help us identify gaps, redundancies and outdated information. Your fresh insights and experience working with diverse organisations can contribute to developing comprehensive and effective policies that meet the specific needs of NP.
INTRODUCTION
This document serves as the Terms of Reference (ToR) for the engagement of an HR consultant with experience working with global INGOs to review and update NP’s HR policy manual and employee handbook. The consultant will be responsible for comprehensively assessing the existing policies, procedures, and expectations outlined in the manual and handbook.
The consultant will be responsible for preparing new HR policies and procedures manual or revising certain aspects of the existing manual. The objective is to ensure that the manual reflects the organization's culture, complies with legal rules and regulations, incorporates market trends, and adheres to industry norms. The consultant should have prior experience in similar projects and be able to provide references.
SCOPE OF WORK
The HR consultant's responsibilities will include, but not be limited to, the following:

TIMELINES AND DELIVERABLES
Considering the scope of work outlined above, the project timelines and deliverables will be mutually agreed upon between the organization and the HR consultant. The consultant is expected to provide regular progress updates and adhere to the agreed timelines for project completion.
Note: The HR consultant should adhere to strict confidentiality and data protection protocols while handling sensitive information throughout the engagement.
BUDGET
NP is inviting proposals for the HR Consultant’s services and is interested in receiving budgetary estimates that include all expenses related to travel, accommodation, and other costs associated with the assignment.
REPORTING
The HR Consultant will report to the Global Head of People, Culture, and HR, and other relevant stakeholders, including the organisation's Executive Team and Senior Management Team. Progress reports will be provided regularly throughout the assignment.
