Social Solutions is currently bidding for the anticipated USAID “Philippines, Pacific Islands and Mongolia Monitoring, Evaluation and Learning Activity (PIMMELA) activity.  This is a regional three-year $25 million-dollar regional contract (with the option to renew in year 4) based in Manila, Philippines.  The activity will work collaboratively with the USAID/Philippines mission and its implementing partners (IPS) to provide rigorous monitoring & evaluation support, capacity development, performance management, collaborative learning and adaptation and will also support the Mission’s Office of Health.

Overview of the Position

The Health Team Lead will be the main person responsible for ensuring the effective and efficient performance of provision of work plan oversight, maintaining acceptable standards of quality for all assigned tasks and expected deliverables, including all required reports; overall responsibility for leading and coordinating all activities; and for staff management. He/She will also serve as the main point of contact between the USAID Office of Health and the Contractor.

Essential Duties and Responsibilities

  • Assist the USAID OH staff to design, lead, and/or facilitate CLA activities including but not limited to Chief of Party meetings, CLA and programmatic technical working group meetings, bilateral management and steering committee meetings, planning workshops, after action views.
  • Prepare event materials and presentations, manage and co-facilitate events, prepare and submit reports and document minutes.
  • Conduct CLA capacity building activities for USAID and IP staff, support and coach IP to advance a culture of CLA and transfer the USAID-approved CLA technologies and tools to the Department of Health, Centers for Health Development, Local Government Units, and other host country agencies, and relevant partners.
  • Provide strong technical evidence base for continuous learning and adaptive management. Reinforce IP’s implementation research to improve technical approaches and interventions for a more effective and responsive technical assistance.
  • Develop the Health Project learning plan
  • Strengthen the Health Project’s monitoring and evaluation, including streamlining of the Health Projects Results Framework, performance indicators, data quality, and their corresponding reference sheets.
  • Support the design of dashboards and other monitoring systems.
  • Assist in the technical review of IP’s implementation plan, progress reports AMEL plans and other collaborating and MERLA related documents.

Requirements

  • Ten (10) years of work experience in designing, implementing, and managing, complex monitoring systems, and performance and impact evaluations, and implementation of research activities in/for developing countries, preferably Philippines
  • At least five of the ten years shall be in a supervisory and/or management capacity that includes providing technical and management oversight of subcontractors and complex teams in a multi- cultural setting
  • Demonstrated experience with quantitative and qualitative data collection, management, and analysis with a strong statistical background
  • Strong background in project management and monitoring and evaluation and understanding of public health / epidemiology indicators, data, and analysis
  • Experience in a mix of the above indicated skills areas is highly preferred. Communication and Public Relations Skills
  • Excellent written, oral and presentation skills
  • Excellent demonstrated ability to effectively interact with local professionals, international donor organizations, civil society and private sector, host country government counterparts, and other implementing partners in developing countries.
