PURPOSE OF THE POSITION
The Health Manager is responsible for providing technical support as well as planning, budgeting, managing projects, monitoring, evaluation and learning across all aspects of ChildFund Timor-Leste’s health portfolio. This includes our project work particularly focused on Maternal and Child Health (MCH), Adolescent Sexual and Reproductive Health and Nutrition.
You will report to the Head of Programs and work in collaboration with the project coordinator and field officers as well as partner organizations involved in implementation. You will develop and grow ChildFund’s health portfolio, build strategic relationships, support cross country learning with other ChildFund country offices, manage MOUs with relevant government ministries and promote organisation as well as health program visibility.
KEY DUTIES
- Responsible to provide technical support and coordinate successful implementation of the current (and any new) health project(s): ensure activity planning, implementation, monitoring, evaluation, learning and budget management, while ensuring documentation and reporting requirements are met.
- Provide supervision to and strengthen coordination between projects staffs and implementing partner to ensure quality of project activity implementation, regular monitoring and creative problem solving.
- Ensure all relevant actors at Municipality and Post Administrative levels are appropriately involved in the project implementation and ensure effective coordination with Community Health Centres and Ministry of Health.
- Represent ChildFund Timor-Leste in relevant technical working groups for MCH and build strategic relationship within the sector at both national and district level.
- Provide supervision and support to the Project Coordinator and Field Officers in all aspects of activity implementation, monitoring and evaluation, problem solving and decision making.
- Promote and integrate gender equality, disability, and social inclusion into day-to-day work.
- Strengthen local partnerships and/or relationships, e.g., through capacity sharing to support localisation, based on the organisation's partnership arrangements and management strategies.
- Proactive collaboration with other teams (Finance, Operations, HR Admin, MEL, and Communication).
- Work in collaboration with the Education Team in the implementation of nutrition/MCH activities that are integrated in the Early Childhood Development projects. Work in collaboration with other sectorswhere relevant.
- Maintain quality project data, ensure MEL database is up to date in coordination with the MEL team.
- Provide technical and compliance support to ensure that the project(s) is implemented in accordance with the project design, ChildFund, and donor requirements.
- Provide technical oversight and recommendation for adjustment of project design / specific activities to address emerging issues.
- Support in the development of concept notes and project proposals and budgets including contributing or initiating new ideas.
- Perform other duties as directed by Head of Programs, relevant to your skills and experience.
- Act as a focal point in the organisation (to be selected based on experience and interest) i.e., with regards to Child Safeguarding or Gender Equality, Disability Inclusion.
QUALIFICATIONS & EXPERIENCE
- University degree in public health or community health and development studies, social science or equivalent.
- At a minimum, 3 years’ experience working with INGOs and successfully managing MCH/Nutrition/Adolescent Sexual and Reproductive health projects or working in community development in the health sector.
- Strong capacity and demonstrated experience in project cycle management, including managing project implementation plan, project budget, monitoring, evaluation and learning and reporting.
- Demonstrated experience in collaborating with government and local partners, building and strengthening staff and partner’s capacity, providing mentorship and support, coordinating multiple tasks and successfully ensuring delivery of project activities to achieve desired results.
- Demonstrated experience in capacity building, facilitating training, community engagement and community mobilization.
- Strong capacity and demonstrated experience in people and partnership management.
- Fluent in English (speaking and writing) and Tetum.
- Positive and supportive attitude and have the willingness to support overall goals of ChildFund Australia in Timor-Leste.
- Open to travel up to 30% to project locations.
- Existing professional networks with key health stakeholders and experience driving advocacy would be desirable.
SKILLS
- Strong written and verbal communication skills and great interpersonal skills.
- Strong computer skills including experience using Microsoft Office (particularly Microsoft Word and Excel) and internet applications.
- Have the ability to combine intellectual curiosity with analytical skills.
- Ability to think strategically and solve problems while being pragmatic.
- Ability to work under stress and prioritise.
- Excellent organizational skills and ability to supervise staff.
