Health Manager

🇹🇱 Dili, TL 📝 FULL-TIME 🎯 MANAGER SUPERVISOR

PURPOSE OF THE POSITION

The Health Manager is responsible for providing technical support as well as planning, budgeting, monitoring, evaluation and learning across all aspects of ChildFund Timor-Leste’s health portfolio. This includes our project work in Maternal and Child Health (MCH), Adolescent Sexual and Reproductive Health and Nutrition. You will report to the Head of Programs and work in collaboration with the project coordinator(s) and field officers as well as partner organizations involved in implementation.  The Health Manager develops ChildFund health portfolio, builds strategic relationships, manages MOUs with relevant government ministries and promotes program visibility.

KEY DUTIES

  • Provide technical support in all aspects of nutrition, MCH, and adolescent sexual and reproductive project implementation, supervision of relevant partners and maintaining agreed program standards
  • Responsible for planning, monitoring, evaluation, and learning and ensure measurement of projects’ interventions and outcomes, including adequate documentation is in place and reporting requirements are met
  • Provide leadership and capacity building to the health sector team
  • Work in collaboration with the Education Team in the implementation of nutrition/MCH activities that are integrated in the Early Childhood Development projects
  • Undertake operational and budget oversight and adjust project design to address emerging issues
  • Support in the development of concept papers and project proposals and budgets including contributing or initiating new ideas
  • Represent ChildFund in relevant technical working groups at national and sub-national levels and inter-agency fora
  • Perform other duties as directed by the supervisor, relevant to your skills and experience
  • Strengthen local partnerships and/or relationships, e.g., through capacity sharing to support localisation
  • Promote and integrate gender equality, disability, and social inclusion into day-to-day work
  • Act as a focal point in the organisation (to be selected based on experience and interest) i.e., with regards to Child Safeguarding or Gender Equality, Disability Inclusion
  • Remain alert and responsive to any child safeguarding or sexual exploitation, abuse, or harassment (SEAH) risks, acquire relevant knowledge and skills to promote strong safeguarding practices, understand the child safeguarding and PSEAH policy and procedures, and conduct yourself consistent with those policies.

QUALIFICATIONS & EXPERIENCE

  • University degree in public health or community health and development
  • Demonstrated successful project management experience with an (I)NGO
  • At least 3 years of experience working in community development in the health sector and adolescent reproductive health
  • Strong communication skills
  • Strong financial literacy and an ability to effectively plan, manage and control project budget
  • Demonstrated project management experience with an ability to manage activity plans, and maintain strong monitoring, evaluation and learning practices
  • People management experience
  • Open to travel up to 30% to project locations

Desirable

  • Partnership management experience
  • Existing professional networks with key health stakeholders and experience driving advocacy

SKILLS

  • Combines intellectual curiosity with analytical skills

  • Ability to think strategically and solve problems

  • Project management

  • Good oral and written communication and organizational skills as well as computer skills

  • Ability to supervise staff

  • Great interpersonal and communication skills

Reports to: ChildFund Timor-Leste Head of Programs

Employment: Full-time, Initial one year employment agreement, with option to extend upon mutual agreement.
