El Salvador’s Rights and Dignity Project is an eight-year program funded by the United States Agency for International Development (USAID) and implemented by Counterpart International (Counterpart) in partnership with local and international organizations. Counterpart International is currently seeking a Grants Officer to support the implementation of the grant-related activities of this Project. Under the guidance and supervision of a Grants Manager, the Grants Officer will support the management and supervision of all Project subgrants, with a focus on compliance with USAID rules and regulations. This is a local position open to Salvadoran citizens. This is a full-time position based in San Salvador, El Salvador. This position will report to the Project Grants Manager.
Responsibilities
- Support in the preparation of technically sound Application Requests (SDA), in coordination with the local and headquarters technical teams, until they are approved and launched.
- Coordinate the evaluation and selection processes of applications for the grant awards delegated by the Grants Management, complying with the Counterpart regulations and processes described in its Grants Manual.
- Facilitate the sessions of the Technical Committee for the Evaluation of applications and follow up on the agreements, until internal approval is achieved for proposals that are aligned with the requirements established by the Project in the application requests and meet the requirements of Counterpart and USAID regulations.
- Support the risk assessment and due diligence processes of the organizations whose applications have been shortlisted to receive a project grant and prepare the respective reports and monitoring plans derived from them.
- Support the preparation of grant packages, under the supervision of the Grants Management, for the review and approval of headquarters and USAID, complying with the regulations and Counterpart processes described in its Grants Manual.
- Manage all types of modifications to the grant agreements that are necessary during their implementation, to ensure the continuity of the subsidized projects until the fulfillment of the planned objectives and goals.
- Support the processes of reviewing financial reports, billing for the payment of approved goals and management of grant disbursements under his/her responsibility.
- Ensure a consistent and high-quality control of all documents that support the awarding and implementation of the grants under his/her responsibility.
- Ensure effective coordination with the technical and MEL units during the design, selection, execution and monitoring of the grants delegated by the Grants Management.
- Monitor, in close coordination and collaboration with the technical teams and MEL, the achievement of goals and level of progress in the implementation of the grants under his/her responsibility and generate the respective performance reports of the grantee organizations.
- Carry out monitoring and follow-up visits to the subsidized organizations, in coordination with the technical teams and MEL, to provide feedback on the progress in the execution of the subsidized projects and make agreements that favor the achievement of their objectives and goals.
- Carry out and guarantee the correct and precise execution of the closing procedures of the grants awarded by the project.
- Other tasks that are assigned by the Grants Management.
Qualifications
Required:
- University degree in finance, business administration or related fields.
- At least one year of experience in grant management, including the design, negotiation, and supervision of grantee organizations (preferably with funds awarded by the US government).
- Knowledge of USG rules, regulations, policies and procedures.
- Fluent in Spanish and English (writing in English of official documents related to grant management is required in this position).
- An extremely well-organized and self-directed individual with strong technical skills, analytical ability, sound judgment, strong operational focus, precision in working with large amounts of data, and the ability to respond effectively to time-sensitive queries.
- Strong interpersonal skills and ability to work in a team effectively with project staff, civil society organizations and other beneficiaries.
- Excellent skills in the financial area, organizatio n, analysis, oral and written communication.
Preferred:
- Experience in applying the gender approach and social inclusion.
- Experience in providing training and advice to local grantees on issues related to proposal development, financial management, and preparation of financial and technical reports derived from grants.
