Overview of the Position
Social Solutions is seeking a Contracts & Grants Manager for the anticipated Acceleration and Competitions Execution Support (ACES) USAID-funded contract. ACES will help USAID’s Missions, Bureaus, and Operating Units (OUs) to effectively implement innovative program design; Grand Challenges for Development, challenges, and prizes; and support the scaling of proven innovative solutions. The Manager will ensure that all financial and administrative aspects of contract and grant management are completed in full compliance with Social Solutions and USAID requirements.
The Contract & Grants Manager will partner closely with program staff to ensure creative, thoughtful, and innovative approaches to award monitoring and compliance, contract procurement, and subcontract and sub-grant management.
This position is contingent upon award.
Essential Duties and Responsibilities
- Oversee financial administration and reporting including: preparation and timely submission of contractor reports, development and adjustment of associated budgets, and coordination of budgeted funds;
- Provide contractual/regulatory guidance and ensure contracts compliance in accordance with terms and conditions of the contract;
- Ensure successful grant administration, with responsibilities ranging from establishing grantmaking policies and procedures to soliciting, awarding, and managing grants, including capacity building support to grant recipients and monitoring performance;
- Manage overall contract administration, compliance and implementation procedures, and ensure compliance with USAID and Social Solutions procurement regulations;
- Assist program staff on the applicable regulations governing their work;
- In collaboration with finance staff, supports project financial reviews and analyzes and troubleshoots financial issues. Ensures the accuracy of project finance transactions and monthly project invoices. Reviews and approves office payments (e.g., timesheets, expense reports, vendor invoices, etc.).
Requirements
- Master’s degree and at least 10 years of relevant experience managing U.S. government funded contract and grants. Experience managing grants under contract (GUC) strongly preferred;
- Experience in senior management of large, ($100 million+) complex USAID contracts and knowledge of other international funders such as the Gates Foundation, World Bank, or DFID would be an asset;
- Familiarity with flexible grants payment mechanisms and/or prized competitions;
- Deep knowledge of Federal Acquisition Regulations (FAR) and ADS 303;
- Experience developing and implementing financial systems and processes including strong organizational skills to ensure documentation is filed professionally and accurately for internal and external audit;
- Self-starter with excellent interpersonal and communication skills who takes initiative and leadership.
