Description of Consultancy
USAID Learning for Development Activity is a five-year contract with USAID/Nepal to provide monitoring, evaluation, learning, knowledge management, and strategic communications services to the Mission. The Learning for Development Activity is implemented by Bixal and Itad.
Itad is seeking a short-term technical consultant that specializes in Governance and Gender and Social Inclusion (GESI) for an upcoming Governance survey that will be undertaken by the Learning For Development Activity across all seven provinces in Nepal. This is a short-term consultancy and will run from June -December 2023. The expected Level of Effort is 35-40 days (estimated) from June-December 2023.
The Governance survey will provide baseline value to the USAID Nepal’s Performance Management Plan indicators as well as information on current local context with respect to Development Objective 1: More Effective, Participatory, and Equitable Democratic Ecosystem and cross-cutting learning questions. The survey will provide information on the current context of democratic systems, equality under the law and the citizens' engagement in democratic process. The survey will pay attention to inclusion of citizens in civic and political life, and improvement of the government’s ability to respond to public needs and demands.
Duties and responsibilities
The Governance and GESI consultant will support the Team Leader on all aspects of the survey which includes but is not limited to, development of methodological approach, development research tools, review of fieldwork handbook and support during the training of field staff, analysis and deliverable development. The Governance and GESI consultant will also assist with dissemination activities as required.
Throughout all activities for the survey the Governance and GESI consultant provide technical expertise related to governance and gender and social inclusion, ensuring that they are addressed and integrated properly technically speaking, and the approach, tools, and analysis are contextualized.
