Free to be Me Global 2023 Annual Report Consultancy

Context

Free To Be Me (F2BM) is a 5-year program implemented in 12 countries in 5 different regions. This program, which is funded by the Dutch Ministry of Foreign Affair, ​​has been running since 2021. The 4 major objectives that will be achieved F2BM by 2025 are strengthening communities of action in each country, public support, policy changes and economic empowerment for the LGBTIQ+ communities as a rightsholder. F2BM as a global program consists of 6 organizations as consortium members, namely Hivos, Global Interfaith Network, ILGA Word, Positive vibes, Sogicampaigns and Workplace Pride.

Free to Be Me planning and implementation is guided by adaptive management principles. As a requirement by the back donor, the programme is required to submit a global annual report which captures the narrative and financial milestones, achievements, progress, challenges, and other records undertaken in the course of the year-long implementation. The programme has designed the reporting process to be done at country level then aggregated at global level. The reporting process is anchored in an outcome harvesting process that highlights key achievements and learnings from what worked and what did not work – and why. The annual report takes into account the global and country-level contexts while covering the following specific objectives:

  • Intermediate Outcome 1: Foundation: In scoping and core countries, LGBTIQ+ civil society is vibrant, stronger, more self-confident and diverse and in core countries also sustainably resourced, with the capacity to lead on legal and policy changes
  • Intermediate Outcome 2: Societal leaders, influencers, media and the general public increasingly and openly support the rights of LGBTIQ+ people (mainly core countries).
  • Intermediate Outcome 3: At least five core countries have made significant legal or policy progress- changes abusive or criminalizing laws, ended impunity and/or adopted protective laws and policies, leading to the reduction of violence against LGBTIQ+ people.
  • Intermediate Outcome 4: Socioeconomic development programs are increasingly accessible for and geared towards the needs of LGBTIQ+ people in core countries.

Therefore, the Free to be Me team at Hivos is looking for a short-term consultant who will take the lead on compiling and finalizing the 2023 annual report covering the 12 implementing countries, due for submission to the back donor on May 1st. Hivos will provide guidance and support for the consultant to see through the finalization of the 2023 annual report, including the provision of templates and other pertinent documents that are purposed to be consolidated.

Objectives

  1. To draft the 2023 Global Annual Report including annexes.
  2. To incorporate feedback and inputs and submit the final version of the main narrative annual report by 21st April 2024.

Task****s

The specific tasks include:

  1. Planning & correspondence
  2. Meetings, discussions, guidance and advice
  3. Review and reading:
    • Free to Be Me proposal (if necessary)
    • Country reports (12)
    • Strategic partners reports
    • Global/Consortium reports (5)
    • Annual plan 2023 Free to Be Me
    • Additional (staff/Hivos team) input
  4. Find and address gaps in delivered input
  5. Consolidate and write the annual report
  6. Co-produce the annual report Results Framework (baselines, targets, results/indicators)
  7. Co-produce updated risk table and stories of change
  8. Integrate input from the program team

Deliverables

  1. 2023 Free to Be Me Annual Narrative Report
  2. 2023 filled Results framework

Deadline

The final delivery for the main narrative report is 21st April. The final delivery date is April 25th, 2024 including all the annexes.

Input by Hivos

Hivos shall provide the consultant with the following:

  • all the partner’s annual reports, overarching results framework, and Theories of Change (if required)

Desired qualifications and skills

  • Complete professional competence in writing and speaking English.
  • Relevant degree or comparable work experience in report writing, and academic level of work and thought.
  • Has a good understanding of the issues faced by LGBTIQ+ communities.
  • Believes in the values of the Free to Be Me Programme and is accountable to them.
  • A good communicator, with strong interpersonal skills.

Planning and Financial Arrangements

Kindly provide a detailed work plan and financial proposal to undertake the assignment. We foresee a maximum of 25 days for the entire assignment.
