FINANCE & CONTROLLING ADVISOR
(H/F)
Lieu d’affectation: Dakar ou Lomé
Mission :
The Finance & Controlling Advisor enable transparency, accountability as well as the efficient and proper use of funds in the Region. H/She provides services to MA especially policies, tools, consulting, training and monitoring. She coordinates the allocation of programs to funding partners. The Finance & Controlling Advisor Treasury manage financial risks of the federation on an on-going basis, focusing on accountability in the use of resources and provides information relevant to management and legal bodies for controlling and decision-making.
Tâches et Responsabilités:
Give strategic planning support to international Director Regional
Participate in the development and update of financial policies
Support the management of PSA portfolios
Support the linking of needs and funds
Support NAs budgeting process, check quality of budget and monitor budget
Support all Nationa Associations (NAs), CVI Rep and other functions in the financial aspects of programme plans & proposals and on IPD
Do the accounting and accounting check list for Regional branch office
Support all NAs to manage their local and their PSA funds
Support all NAs in the set up of their internal control system and structures
Prepare regional risk assesments, coordinate and monitor mitigation measures
Build up finance capacity in NAs
Support all NAs in their external financial audit process and quality check the NA audits
Implement and give first level support system LUCY to NAs
Exigences :
Functional competencies
Essential
In-depth understanding of financial management including budgeting, accounting, auditing, financial controlling, financial reporting and financial analysis
Development of policies and processes as well as tools in the area of finance and general information/reporting
Good analytical and organizational skills
Proficiency in Pack Office
Ability to work under pressure
Ability to work in a cross cultural environment
Desirable
Knowledge and experience in project and process management is an asset
Knowledge of further language spoken in the region is appreciated

Education qualifications University degree in finance / business Administration or similar qualification in general management
Experience (essential and desirable) At least 5 years experience in a Senior Finance position
