Description

Itad is seeking an expert for an Environmental Specialist for a third-party monitoring program in Yemen funded by the World Bank called the Yemen Portfolio Monitoring Agent Project. This role is contingent on Itad winning the award of the Yemen Portfolio Monitoring Agent project.

The Yemen Resilience, Recovery, and Reconstruction Umbrella Trust Fund (Yemen Fund), established by the World Bank in May 2022, aims to address Yemen’s most pressing resilience, recovery, and reconstruction needs. The Fund finances critical interventions in basic service delivery, economic opportunity, and green reconstruction with a strong emphasis on fiduciary integrity, social inclusion, and compliance with Environmental and Social Framework (ESF) requirements. Due to the complex context of Yemen, the World Bank engages Third-Party Monitoring Agents (TPMAs) to verify results, provide oversight, and flag implementation risks.

The Environmental Specialist will provide expertise on the Yemen Portfolio Monitoring Agent team related to environmental safeguard management and assess environmental risks and verify that appropriate mitigation measures are in place and implemented in line with World Bank policies, among other things.

Qualification Requirements

  • Master’s degree  in Environmental Science, Environmental Engineering, or a closely related field.
  • Minimum of 7 years of practical experience in environmental safeguard management, preferably in fragile or conflict-affected settings, and ideally with field exposure in Yemen.
  • Proven expertise in occupational health and safety (OHS) practices and environmental risk mitigation in infrastructure or development projects.
  • Strong understanding of environmental institutions, regulatory frameworks, and issues specific to Yemen.
  • Solid knowledge of the World Bank Environmental Safeguards Policies and the Environmental and Social Framework (ESF).
  • Excellent written and verbal communication skills in English; Arabic proficiency is a strong asset.
  • Demonstrated ability to work independently, synthesize information, and deliver quality reports under tight deadlines.

Illustrative Responsibilities

  • Conduct desk-based environmental assessments of project documents, including Environmental and Social Management Plans (ESMPs), Environmental Impact Assessments (EIAs), and other safeguards instruments.
  • Review the implementation status of environmental mitigation measures across projects and assess compliance with World Bank environmental safeguards policies and ESF.
  • Identify and report on environmental risks and red flags, particularly in relation to pollution management, waste disposal, biodiversity, natural resources, and occupational health and safety.
  • Monitor the performance of Implementing Agencies (IAs) in adhering to required environmental standards and provide recommendations for corrective actions where necessary.
  • Liaise with TPMAs, UN agencies, INGOs, and local counterparts to ensure consistency of environmental monitoring practices and promote cross-learning.
  • Provide technical inputs to monitoring reports and contribute to portfolio-wide environmental analytics and knowledge products.
  • Support capacity-building efforts targeting Implementing Agencies, TPMAs, and relevant stakeholders on environmental safeguards, ESF implementation, and OHS standards.
