1. Background:
Lifewater International is a Christian non-governmental organization (NGO) committed to enhancing Water, Sanitation, and Hygiene (WASH) conditions in disadvantaged communities. The organization seeks to evaluate the existing WASH practices, infrastructure, and household demographics, including population sizes, in 18 villages across four parishes: Kitovu, Ndaiga, Bulidha, and Wandegeya, located in Kityerera Sub County. The Endline survey for this project is designed to assess the impact, outcomes, and effectiveness of the initiative following its implementation. This survey serves as a point-in-time assessment and will be referenced throughout and after the evaluation process.
2. Purpose of the Assignment:
Typically conducted at the conclusion of a project, the Endline survey aims to:
- Measure Project Impact: Evaluate the extent to which the project has met its intended goals and objectives, including improvements in health, education, and livelihoods.
- Evaluate Outcomes: Provide data on changes in knowledge, behavior, attitudes, and conditions among the target population, comparing these to baseline data.
- Verify Sustainability: Assess whether the positive changes introduced by the project are likely to be maintained over time without ongoing intervention.
- Gather Stakeholder Feedback: Capture insights from beneficiaries, local leaders, and other stakeholders regarding the project’s successes, challenges, and areas for enhancement.
- Inform Future Projects: Utilize insights from the Endline survey to improve the design, implementation, and scalability of future projects by identifying best practices and lessons learned.
- Accountability and Reporting: Use the findings from the survey to demonstrate accountability to donors, partners, and other stakeholders, illustrating whether the project achieved the expected results.
3. Scope of Work:
Enumerators will be responsible for the following tasks:
- Attend an orientation/training session on data collection tools and methodologies.
- Collect quantitative and qualitative data through surveys, interviews, focus group discussions (FGDs), or other specified methods.
- Ensure accurate recording and entry of data using designated tools/apps (e.g., mobile devices, mWater app).
- Verify the completeness and consistency of the collected data.
- Submit data to the supervisor in accordance with established timelines.
- Maintain confidentiality and professionalism when engaging with community members.
- Report any challenges encountered in the field to the supervisor.
4. Deliverables:
The enumerator is expected to provide:
- Completed data collection forms (digitally via the mWater app).
- A concise field report detailing any challenges and observations, along with recommendations for improving future data collection efforts.
- Mandatory participation in debriefing meetings with the project team.
5. Qualifications:
- A minimum of a Diploma in social sciences, public health, education, or a related field.
- Preferred experience in data collection, particularly within WASH or public health projects.
- Familiarity with the local language(s) and culture of the target community.
- Strong communication and interpersonal skills.
- Ability to work independently and manage time effectively.
- Basic knowledge of mobile data collection tools (e.g., mWater, Akvo, ODK, Kobo Toolbox) is advantageous.
- A strong attention to detail and a commitment to data accuracy.
