Summary:

Global Communities is seeking an Economic and Private Sector Engagement Team Leader for the USAID West Bank/Gaza Pioneers-Raedat Project. This five-year $35M program is intended to leverage women’s potential to create ripple effects that shift gender-based power relations within the Palestinian community. This Activity will improve institutional frameworks and processes in select sectors to ensure they align with legal requirements and international best practice (both existing and new that might be advanced through implementation) for the inclusion of women. It will also support communities to develop the necessary tools to promote women’s inclusion in activities outside the home; build the capacity and confidence of individual women by engaging institutions of higher education and civil society; develop male allies, political structures, and the private sector; and strengthen public awareness and advocacy around women’s issues, including gender-based violence (GBV).

The Economic and Private Sector Engagement Team Leader will play a key role in overseeing the business and private sector component of the Raedat Project. Working closely with the project leadership team, PSE staff, and local partners, the Team Leader will design and implement private sector engagement strategies aligned with the project's objectives. This role will focus on leveraging resources to impact program outcomes and may involve additional coordination roles. The individual will be based in Ramallah and will lead efforts to connect partner institutions with private sector firms and service providers and develop Work-Based Learning programs for students and graduates through co-creating market-based solutions with the private sector.

Responsibilities

A.  Private Sector Engagement Strategy

• Develop and implement a comprehensive private sector engagement strategy aligned with the Raedat Project objectives.
• Identify opportunities for collaboration and partnership between partner institutions and private sector entities.
• To enhance Project impact, foster relationships with local businesses, industries, and service providers.

B.  Resource Mobilization

• Leverage resources, including financial and in-kind support, to enhance Project outcomes.
• Identify funding opportunities and potential sources of investment in alignment with the Project's economic and private sector goals.
• Manage budgets and resources related to private sector engagement initiatives.

C.  Work-Based Learning Programs

• Co-create Work-Based Learning programs in partnership with the private sector to provide students and graduates with practical, hands-on experience.
• Ensure the effective implementation and continuous improvement of these programs, enhancing participants' employability.

D.  Coordination and Collaboration

• Collaborate with Project leadership, two PSE and internship officers (one based in the West Bank and one in Gaza), and two Business and Entrepreneurship Officers (one in the West Bank and one in Gaza) to ensure seamless program execution.
• Facilitate inter-institutional engagement and Project support for university students.
• Establish and maintain strong linkages between partner institutions, private sector firms, and service providers.

E.  Monitoring and Evaluation

• In collaboration with the MEL team, develop and implement monitoring and evaluation systems to assess the effectiveness of private sector engagement initiatives.
• Regularly report on the impact of these initiatives and use findings to inform Project improvements.

Qualifications

• Bachelor’s degree in a relevant field, such as business administration, economics, or international development.
• Minimum of 8 years of experience in private sector engagement, business development, or economic development, preferably in international development projects.
• Proven track record in designing and implementing private sector engagement strategies contributing to Project objectives.
• Strong negotiation and networking skills to build productive partnerships with private sector stakeholders.
• Project management expertise, including budgeting and resource management.
• At least 4 years of management/supervisory experience is required.
• Demonstrated leadership and team management experience.
• Knowledge of the economic landscape and challenges in the West Bank and Gaza.
• Experience in developing and managing Work-Based Learning programs is a plus.
• Demonstrated ability to articulate and present technical information clearly and effectively.
• Demonstrated ability to create and maintain effective working relationships with stakeholders, CSO partners, and international donor agencies.
• Proven ability to communicate a common vision among diverse partners and the ability to lead multi-disciplinary teams is desired.
• Evidence of effective communication skills, both oral and written, to fulfill the diverse technical and managerial requirements of the agreement is desired.
• Languages: Full Professional Proficiency in spoken and written English and Arabic are required.
