Counterpart International seeks a Technical Specialist in Water Security to support the planned USAID-funded Climate Adaptation Activity (CAA) in the Dominican Republic. This program will build climate change resilience by promoting water security and sustainable livelihoods through reduced pressures on key water sources, enhanced watershed governance, and strengthened adaptation practices of vulnerable communities.
The Technical Specialist will design and lead the technical implementation of water security, water usage, and water governance activities for the CAA Program. They will work with technical officers and under the leadership of the Chief of Party to ensure activities are effective, inclusive, and reflective of the Dominican Republic context. They will also be responsible for collaborating with the Monitoring, Evaluation, and Learning (MEL) and Gender and Social Inclusion (GESI) teams to ensure activities contribute to data collection and monitoring efforts and that they are inclusive of vulnerable populations and reaching communities targeted under the CAA Program.
Responsibilities for the Technical Specialist will include:
• Lead technical activities to improve water resource management, water security interventions, develop activities to strengthen capacity of water governance bodies and institutions.
• Identify opportunities to improve water management and/or usage of key stakeholders.
• Lead capacity building activities with stakeholders and institutions on technical topics such as water security risk assessments, hydrologic and climate modelling, water security implementation, watershed governance, among other areas.
• Support and monitor the implementation of water security interventions.
• Manage team of technical officers, overseeing their work with partners and government institutions to ensure effective activity implementation.
• Collaborate with the COP and MEL Manager to develop, implement, and evaluate interventions.
• Bachelor’s degree in a water-related field, such as water resources management, Civil engineering, physical geography, ecology, environmental science, or climate. Advanced degree preferred.
• Minimum of ten (10) years of experience in water resources management, especially related to ecosystem management, improved access to or quality of water services, governance and climate change.
• Strong existing relationships and experience working with water sector institutions and stakeholders in the Dominican Republic or the wider Caribbean, influencing policy and regulations through collaboration with governments, municipalities, transboundary institutions, and other public and private actors.
• Experience working with USAID and/or other donors in Dominican Republic.
• Ability to demonstrate the highest level of ethical standards at all times.
• Working knowledge of basic computer programs, including MS Office Suite.
• Strong proficiency in English (verbal and written) required.
