Counterpart International seeks a Gender and Social Inclusion Specialist to support the planned USAID-funded Climate Adaptation Activity (CAA) in the Dominican Republic. This program will build climate change resilience by promoting water security and sustainable livelihoods through reduced pressures on key water sources, enhanced watershed governance, and strengthened adaptation practices of vulnerable communities.
The Gender and Social Inclusion Specialist position is based in the Dominican Republic.
The Gender and Social Inclusion (GSI) specialist’s primary responsibilities are aimed to ensure project activities are adaptive and inclusive for vulnerable groups and to work closely with local partners – including grantees – to ensure program activities align with development goals. Core responsibilities will include:
• Coordinate with and support the Monitoring and Evaluation (M&E) team in establishing and implementing gender-sensitive monitoring, evaluation, learning and reporting systems. Work closely with the M&E Officer to develop the data collection and analysis tools for the baseline assessment to guarantee gender and social inclusion considerations.
• In line with USAID’s Gender Equality and Female Empowerment Policy, the GSI specialist will be responsible for GSI considerations to feed directly into the Program’s overall work planning.
• Conduct a local systems analysis, with an integrated gender and social inclusion analysis, to inform how the needs of vulnerable groups should be addressed in the local context.
• Provide partner organizations with ongoing gender integration and social inclusion technical assistance.
• Ensure the most vulnerable and marginalized populations are represented across all project components, including as staff members, project participants, trainers, facilitators, speakers, evaluators, and so forth.
• Integrate gender and social inclusion considerations into operational design.
• Help CSOs build and maintain inclusive networks that incorporate women-led, minority-led and youth-led organizations.• Bachelor’s degree (or the equivalent) in international development, communications, gender studies or a related field.
• At least 5 years of relevant experience in GESI focused work or research.
• Prior experience with USAID, USDA, INL, or other donor-funded projects preferred.
• Understanding of climate change challenges in relation to vulnerable groups in the DR.
• Ability to work in an ambiguous and rapidly developing environment, must be comfortable with constant change of local partners, and multiple, competing priorities.
• Excellent oral and written communication skills in English preferred.;
• Fluency in Spanish required.
