Position Overview:
This position will be primarily accountable for leading the successful program implementation in
clusters or clusters of Fish Forever sites in the Philippines. In addition, this position will lead the
innovative finance program implementation in the Philippines with direct coordination to Fish
Forever Philippine Shared Services Group and the global teams.
Responsibilities:
Philippine Program Implementation
- Lead and manage a team that will be directly responsible for program implementation in assigned localities or areas of operations of Fish Forever in the Philippines
- Ensure that program implementation goals and outcomes are successfully achieved within a given timeframe
- Ensure program resources are optimized and managed judiciously and invested in appropriate strategies to meet program outcomes and milestones
- Lead and manage relationships with the direct site, clusters, or sub-national partners to push the Fish Forever agenda forward
- Support in resource mobilization and fundraising initiatives
- Ensure effective and efficient Philippine Fish Forever team collaboration to support site/cluster implementation initiatives
- Ensure that necessary reports are submitted on time and according to high-quality standards
- Responsible for localizing the Fish Forever Vision and Theory of Change at the cluster or sub-national level to come up an implementation strategy
- Support the execution of the Fish Forever scale strategy
- Support continuous learning and innovation by documenting and sharing program learnings and insights
- As feasible, represent the Hub, Shared Services Group – Philippines, and Rare in international, national, regional, or local and community meetings, conventions, and symposia.
- Assist in fundraising, monitoring, and evaluation activities
- Perform other tasks as assigned and defined by the immediate supervisor.
Program Management
- Conduct regular team and 1:1 check-ins with direct reports, issue resolution, and risk management meetings with his/her supervisor and other team members.
- Conduct annual reviews of direct reports to assess performance as well as support them in exploring professional development tracks
- Lead, coach/mentor, and support direct reports and other Hub and Philippines team members
- Manage local and sub-national partnerships and maintain a good working relationship with these partners to advance the vision and goals regarding the terms of the partnership
- Participate and contribute to All-Staff, Board, and other meetings, as needed, to communicate progress, promote FF, etc.
- Support/lead budget, consultant, and vendor management to comply with Rare Philippine’s guidelines and systems.
- As feasible, represent the Hub and Rare in international, national, regional, or local and community meetings, conventions, and symposia.
- Assist in fundraising, monitoring, and evaluation activities
- Perform other tasks as assigned and defined by the Vice President and Senior Director, Philippine Shared Services
Reporting
- Adhere to Rare financial disbursements and liquidation guidelines
- Prepare periodic reports on the status of program implementation to be submitted to various audiences such as donors, partners, government, and communities
- Prepare and submit activity design, budget requests, and liquidation of expenses on time
- Review and approve staff travel requests, budget requests, and cash advances as appropriate
Qualifications:
- Bachelor’s Degree in business, economics, finance/accounting or social sciences; Master’s degree is desirable.
- At least 8 years’ experience in project management and project leadership role (program, financial, communications and stakeholder management functions) in a complex project environment, preferably in the marine/fisheries or social development sector
- Previous experience in successfully applying social marketing and/or behavior change interventions is essential.
- Proven application of program and project management processes, disciplines and tools;
- Experience working with constituent LGU counterpart Project Managers who are responsible for the execution of their project to monitor cost, schedule, and technical performance of component projects and operations, while working to ensure the ultimate success of the program/project;
- Knowledge of MS Office (Word, Excel, Outlook, PowerPoint) required
- Must have a clear understanding of office and admin/logistics processes.
- Demonstrated experience in coordinating administrative, financial and logistics support to programs and projects funded by local or international donors
- Demonstrated good judgment and willingness to take initiative and can operate with a significant degree of autonomy.
- Project management training and/or certification, preferred.
- Demonstrated strong oral, communication (English), and interpersonal skills; Ability to speak Visayan language is an advantage
