Overview
Counterpart International is currently seeking a Director of Operations to support the anticipated USAID She Leads, Pakistan Rises activity in Pakistan. This $10M-$25M, five-year activity is expected to be focused to increase women’s participation in Pakistan’s economy by supporting women-led businesses (WLB) including start-ups and micro, small and medium enterprises (MSME). The activity is expected to be focused on increasing access to finance, access to digital technology, improving operational performance and supply chain linkages; and developing the entrepreneurship ecosystem that will enable WLBs to start, expand, and innovate.
Responsibilities
- Ensure the compliance of the program's activities with Counterpart International and USAID policy, oversee financial and administrative operations, and provide guidance and directions to staff members.
- Co-lead project day to today operations alongside the Chief of Party, Deputy Chief of Party, and technical specialists.
- Support the day-to-day implementation of the project.
- Review and approve of procurement, ensuring financial feasibility, compliance, and support budget-related negotiations with potential subcontractors and vendors.
- Review scopes of work from a financial feasibility and compliance perspective, and support budget-related negotiations with potential subcontractors and grantees.
- Support efforts for personnel recruitment, including defining scope of work, conducting interviews, and coordinating staff training.
- Develop reports demonstrating project progress and ensure project records are properly maintained, including project procurement, recruitment, and finance documentation.
- Oversee the implementation of project internal controls and ensure accordance with Counterpart International guidelines and USAID rules and regulations.
- Support the establishment and oversight of grants funds, including grants-under-contract development, pre-award assessment, selection, negotiation, implementation, and monitoring .
Qualifications
- Minimum of 10 years of experience working on USAID-funded development programming; Strong preference for those with experience working on governance, human rights, and/or democracy building programs;
- Experience in successfully working with, budgeting, and tracking large budget development programs (+$20M);
- Experience supervising teams of diverse staff and demonstrated leadership capacity;
- Experience in writing reports; developing and monitoring proposal and project budgets;
- Ability to work under pressure and deliver under tight deadlines on a continual basis;
- Demonstrated experience in grants management and tracking;
- Demonstrated skills in effectively maintaining good relations with and/or collaborating with local government structures, senior government officials, civil society actors, other donors and US government projects.
- Demonstrated experience in working effectively in advanced, complex, and politically sensitive contexts;
- Demonstrated experience in working effectively with partner and government representatives, donors, and other stakeholders;
- Demonstrated ability to meet deadline and deliver quality outputs;
- Excellent oral and written communication skills in English required; Professional proficiency in Urdu, Punjabi, Pashto, Sindhi, Saraiki, Balochi, Hindko, Gujari, Pahari-Pothwari, or Brahui ideal.
