About the program:
The High Ambition Coalition for Nature and People (HAC) (www.hacfornatureandpeople.org/home) is an intergovernmental group of more than 100 countries—co-chaired by Costa Rica and France, with the United Kingdom as Ocean co-chair— championing a global deal for nature and people with the central goal of protecting at least 30 percent of the world’s land and ocean area by 2030. The 30x30 target is a global target which aims to halt the accelerating loss of species and protect vital ecosystems that are the source of our economic security.
Job highlight:
This Director position will oversee and manage the activities of the HAC Secretariat under the guidance of the International Steering Committee. Nominated by the Selection Committee of the HAC 2.0 International Steering Committee and employed by the World Resources Institute (WRI), the position will located at the Global Environment Facility (GEF) offices in Washington, DC. The HAC Secretariat is co-hosted by WRI and the GEF.
What you will do:
The Director’s responsibility is to match HAC-member country demand for help in fulfilling their 30x30 pledges with the supply of technical and financial assistance to do so. In particular, the HAC Secretariat Director will:
Drive political mobilization. Sustain political momentum at the ministerial level toward achieving the 30x30 target. This includes:
Ensuring and maintaining the visibility of the 30x30 target and its implementation, especially through political engagement and awareness-raising among governments, media, scientists, and civil society.
Strengthening national ambitions to reach the 30x30 target, including within national policies and plans.
Pursuing trans-national political mobilization to ensure the 30x30 target is reached at the global level by 2030.
Representing the HAC 2.0 in all events.
Ensuring efficient coordination with other relevant initiatives.
Map and match technical assistance and capacity building. Identify the capacity-building and technical needs of HAC member countries and provides avenues for meeting those needs. This includes:
Promoting cooperation between HAC member countries and key partners—including CBD, IUCN, UNEP, UNEP-WCMC, and WCPA, as well as CI, TNC, WCS, WWF, and national environment agencies—in protected area and other effective conservation measures (OECMs)
Identifying experts who can assist in developing strategies for protected areas and OECMs (including country commitments and planning, site identification, designation, monitoring, financing, or any other needs identified by the coalition member countries) and sponsoring training efforts.
Facilitating other forms of exchanges between states and relevant stakeholders to share expertise.
Facilitating and promoting engagement with Indigenous Peoples and local communities to support the 30x30 target.
Map and match funding for country 30x30 efforts. Develop a flexible matchmaking platform that efficiently channels financial resources to country needs. This includes:
Identifying and mobilizing public and private funding sources (including private philanthropy, development banks, bilateral government assistance, domestic budgetary sources, innovative market mechanisms) to support implementation of 30x30 targets.
Assisting member countries to articulate their funding needs for achieving the 30x30 targets.
Matching financing supply with financing needs.
Evaluate and monitor. This includes:
Defining an evaluation methodology and key relevant indicators.
Evaluating on an annual basis the results of the HAC secretariat’s actions (e.g., technical assistance, financial matchmaking).
Designing an annual report to be presented to the Steering Committee.
Manage team and budget. This includes:
Contributing to the hiring process of the rest of the team (which will potentially include 6 staff).
Managing a HAC Secretariat team (including associates responsible for each of the above, grants & finance management, and more)
Ensuring sound budgetary management.
Work with the International Steering Committee. This includes preparing working documents and reporting to the International Steering Committee.
