Hivos is an international development organization guided by humanist values. Free to Be Me is an ambitious, daring and innovative program that will help build and maintain a vibrant SOGIESC movement that is confident and capable to lobby and advocate for their human and economic rights. The program is led by an alliance of three consortium members – Hivos (the lead party), ILGA World and Positive Vibes – and three technical partners – Sogicampaigns, The Global Interfaith Network (GIN) and Workplace Pride. Together the alliance will coach, accompany, fund and train people and organizations focusing on GEDI issues to influence norms and attitudes, generate (public) support, and promote laws, policies and regulations that recognize, respect and protect people’s GEDI, human and economic rights.
The program is being implemented in 14 countries in Africa, the Middle East and Southeast Asia. The program started in April 2021 and is funded by the Dutch Ministry of Foreign Affairs, under the Power of Voices program, which is part of the Strengthening Civil Society subsidy framework. The five-year program has a budget of EUR 37 million. The program is also implementing a spin-off economic development project funded by the Wellsprings Foundation in 3 countries (Kenya, The Philippines and Nigeria).
Main goal of the position
The program is seeking to recruit a Design Monitoring, Evaluation and Learning officer who will be responsible for supporting and guiding the local Communities of Action (CoAs), and particularly the local CoA facilitator, to localize the overarching Theory of Change (ToC) in a national level ToC, with its pathways of change, its outputs and outcomes, and with tangible indicators for monitoring and evaluation. Once these outputs, outcomes and indicators are defined, the DMEL person works together with country DMEL persons assigned to each CoA, and jointly with them analyses, validates, and aggregates output, outcomes and learning in all phases of the primary processes.
The development of the DMEL framework involves coordination with CoAs, as well as with the other Hivos Free to be Me DMEL expert and alliance partners. Together with the Jakarta-based DMEL expert, the Kenya DMEL officer co-leads the Free to be Me DMEL efforts, and is the main responsible contact for DMEL in the program. In coordination with colleagues and the Deputy Global Program Manager, they ensure the set-up and alignment of a monitoring and reporting system across the consortium that aligns with donor requirements.
The DMEL is also leading to ensure that local organizations and groups, with support of the CoA DMEL person, have the capacities and possibilities to gather and analyze data. In line with the programs’ focus on capacity strengthening, the DMEL trains and supports local DMEL-persons, as well as project officers, to harvest results from Free to be Me activities, to undertake narrative assessments, etc. The DMEL ensures these data are connected to Free to be Me indicators, and, where possible, connect them to the basket-indicators managed by the donor. They closely work with the Hivos DMEL team and contribute to compiling and reporting on Hivos’ activities and outcomes to the global program team.
The DMEL Officer, will also lead in outcome harvesting, narrative assessment and other reporting needed. The Project Officer will work as a team with the overall F2BM team, South East Asia DMEL officer, the linking and learning specialist, amongst others.
