Overview
Counterpart International is currently seeking a Deputy Chief of Party (DCOP) to support the anticipated USAID Caribbean Marine Biodiversity Flagship Activity_._ The purpose of this new initiative is to reduce threats to marine-coastal biodiversity in priority areas in the region, maintain critical ecosystem services, and realize tangible improvements in human well-being.
In collaboration with the Chief of Party (COP), the DCOP will assist in overall program management, monitoring, and reporting; developing and maintaining partnerships to meet activity objectives; overseeing program operations management, and handling administrative and supervisory responsibilities as specified by the COP. The ideal candidate will have demonstrated experience in ensuring systems and procedures for strong USAID program management. This is a full-time position based in Santo Domingo, Dominican Republic. Responsibilities
- Support COP in the overall management of the program and internal operational processes.
- Support COP in responding to requests from Counterpart’s DC office on programming and finance related matters.
- Responsible for ensuring compliance with the USAID approved deliverable list for the Program, and support the development of strategies, planning, and implementation of activities, while ensuring cohesion among the technical components.
- Oversee the finance and administration staff to ensure operational systems are in place and perform optimally in support of timely implementation of field activities and budget.
- Participate in the development and review of annual workplans, quarterly and annual reports, financial reports, and resource estimates.
- Coordinate with key personnel to prioritize activities within the approved workplan, put in place regular internal coordination meetings with senior staff, oversee proper HR management, and ensure dissemination of information to all staff as appropriate.
- In coordination with the project’s Finance and Administration staff, ensure program implementation follows Counterpart’s policies/procedures, host country government laws, and USAID rules and regulations, particularly with respect to procurement of goods and services, financial and grants management.
- Represent Counterpart with USAID, local and national governmental authorities, local CSOs, community organizations, private sector, and other stakeholders, as needed and when requested by COP.

Qualifications
- Bachelor’s degree in political science, public policy, and/or related field.
- Minimum eight (8) years of relevant work experience, preferably in support of governance and environment projects in the Caribbean.
- Minimum three (3) years of demonstrated experience and expertise in management of international development projects, preferably in the Caribbean; and demonstrated experience in operational management with an emphasis on financial management and monitoring and evaluation.
- Demonstrated knowledge of USG rules, regulations, policies and procedures.
- Ability to work effectively and develop trusting relations with government officials at all levels, civil society organizations, USAID, project staff, and other beneficiaries.
- Previous experience supporting and/or managing complex donor-funded projects. Previous experience with USAID required.
- Ability to produce high quality deliverables throughout the project cycle from planning, management, and execution to troubleshooting.
- Experience working with traditionally marginalized groups, especially women, youth, and at-risk populations.
- Commitment to gender integration and social inclusion.
- Demonstrated ability to give effective presentations and write high quality donor-facing administrative reports.
- Demonstrating leadership, management, supervisory, analytical, and organizational skills.
- Strong level of multicultural, interpersonal, verbal and written communication skills.
- Ability to travel within the Dominican Republic and internationally throughout the Caribbean.
- English and Spanish fluency is required.
