Responsibilities

What You’ll Be Doing

Nathan, a Cadmus Company, is actively seeking a Deputy Chief of Party (DCOP) for the 5 year $24 million USAID-funded Digital Connectivity and Cybersecurity Partnership (DCCP) – Pacific Project, to provide support to the governments of the Pacific Island countries to improve the quality and reach of digital communications and connectivity. The DCOP will assist the Chief of Party (COP) in the management of the various technical components of the activity and will be responsible for the overall administrative and operational aspects of the project.

Position Summary & Key Responsibilities:

The DCOP will be responsible for directly supporting the COP in the operation management and implementation of program activities, including oversight of staff, advisors, and short-term experts. The DCOP will bear significant responsibility for coordinating with counterparts in the Mission to ensure DCCP is delivering on USAID’s technical, communications, and reporting expectations. In addition, the DCOP will be responsible for design and management of work plan activities, consultant scopes of work, and other technical deliverables; reporting efforts related to these activities (including inputs for annual work plans); and reporting on performance targets and results as defined in the Monitoring Evaluation and Learning (MEL) plan.

The DCOP will be responsible for the following:

Provide overall financial, administrative, and operational oversight; assure compliance with contracts, Nathan, US government, and PIC-specific regulatory requirements
Oversee a team of operational and technical staff including those focused on monitoring and evaluation, gender and social inclusion, finance and grants and other operational staff
Oversee implementation of operational, administrative, and financial management systems and tools, lead environmental compliance, and oversee grants management
Provide support to the technical team to implement program activities, including drafting and/or reviewing operations-related Scopes of Work, preparing procurement documents, and preparing approval requests
Oversee and manage Monitoring, Evaluation and Learning (MEL) activities, including liaising with the USAID Mission on MEL plans
Ensure compliance with USAID regulations and Cadmus and policies, including performing due diligence as required by the Gross Violation of Human Rights requirements while maintaining fast-paced and responsive operations
Compile reports, consolidating inputs from team members, for USAID submission
Prepare local employment agreements in accordance with local labor law
Maintain operations guidance and procedures for the field office
Provide training to staff on USAID field office operations
Assumes role of Acting COP as necessary
Other responsibilities as assigned by the COP

Qualifications

Master’s degree or equivalent professional experience in economics, management, public policy and administration, finance, development administration, and knowledge ICT and digital development
At least ten (10) years of related project management experience and grant management
Experience in program management either as COP, DCOP or comparable role
Demonstrated experience in complying with USG rules and regulations related to project administration and implementation
Competency in negotiations and communication skills, strong interpersonal, managerial, and written communication skills
Exposure and knowledge in ICT and digital development
Strong writing and presentation skills in English, including word processing and PowerPoint development
Strong interpersonal skills

Supervisory Responsibilities:

The DCOP will provide direct oversight of multiple objective leads and relevant subject matter experts and supervise the work of relevant technical staff.

Location and Reporting:

This position will be based full-time in Suva, Fiji. Remote work is not an available option. It is anticipated that travel around the region will be required. The DCOP will report to the Chief of Party.
